Overview
The designee is responsible for managing the contract and all associated tasks. This person shall be the single technical point of contact to the government. Program management is an expected charge for every task; however, the percentage of management is determined by the effort identified in each Task Order. The position is customer-oriented, and the government reserves the right to decrease hours for the particular individual if the program manager is not being effective. This individual shall be knowledgeable and skilled in financial management processes and budgeting. He/she shall be skilled in writing and validating technical and financial reports. This person shall demonstrate good problem-solving skills and experience overseeing accomplishments of multiple tasks by multiple project leads.
Responsibilities
- Approve timecards for team members
- Provide input and feedback for team member performance reviews
- Participate in DLH Capture efforts
- Provide leadership and manage tasking across a wide range of task orders
- Develop and execute new program directives to implement operations policies, procedures, and guidelines
- Provide input to strategy and capture planning
- Develop and provide challenging opportunities for employees
- Responsible for hiring competent personnel to execute tasking
- Evaluate workforce performance to reward and/or discipline
- Familiarity with Platform and Vehicle Integration projects a plus
- 5 years of supporting and managing NIWC projects a plus
Qualifications
- Education: BS degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
- Experience: Ten (10) years of technical experience in support of professional engineering duties that include: Software Engineering, Equipment Support, System Support, and Programmatic Support. Eight (8) years Program Management Experience, to include: Technology Assessments, Training, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Five (5) years as manager of technical Navy or Marine Corps C4ISR programs. Experience may be achieved simultaneously. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
- Must have an active Secret clearance.
