The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community’s creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Senior Manager, Legacy Works

The VNI (Venue Infrastructure) team plays a critical role in delivering competition and non-competition venues that are functional, innovative, and fully accessible for the Olympic and Paralympic Games. As part of the larger Games Planning & Delivery group, the VNI team ensures that all venues are designed and developed with the highest standards for functionality, sustainability, and inclusion. 

The Senior Manager, Legacy Works will be responsible for the planning, design, and construction coordination of a defined group of renovations to Olympic and Paralympic venues. Reporting to the Director, Legacy Works, this role will oversee project delivery from concept through to handover, ensuring each venue meets long-term community, compliance, and legacy use objectives. The ideal candidate will have strong experience managing capital works, leading multidisciplinary consultant teams, and working in complex stakeholder environments. A background in construction or infrastructure project management is essential.

The ideal candidate will demonstrate a strong willingness to learn, adapt quickly to evolving priorities, and possess exceptional project organization and management skills. They will consistently embody LA28’s core values and behaviors in both their conduct and the quality of their work.

Key Responsibilities:

Project Leadership

  • Oversee the end-to-end design and construction process for a portfolio of assigned permanent upgrades.
  • Manage project timelines, budgets, and milestones in alignment with the broader Games infrastructure program.
  • Lead the work of external consultants (architects, engineers, planners) and internal project staff to ensure consistent, high-quality design and delivery outcomes.
  • Identify and mitigate project risks proactively, ensuring compliance with applicable regulations and long-term usability goals.
  • Role will transition to temporary infrastructure delivery upon completion of legacy works.

Team & Consultant Management

  • Manage day-to-day performance of design and engineering teams working across assigned venues.
  • Provide clear direction to architecture and engineering consultants; ensure design outputs align with operational, technical, and legacy requirements.

Stakeholder Coordination

  • Serve as the primary legacy works contact for cross-functional teams (e.g., Venue Operations, Sustainability, Legacy Planning) for assigned venues.
  • Liaise with local authorities, utilities, and permitting agencies to secure necessary approvals and support project delivery.
  • Participate in regular reporting and governance processes to keep the Director informed of progress, risks, and decisions required.
  • Coordinate procurement, construction tendering, and contract administration activities with internal procurement teams and delivery partners.
  • Monitor on-site construction progress in collaboration with contractors, ensuring alignment with approved plans, budgets, and safety standards.
  • Support the handover of completed venues to venue owners and operational teams for Games-time use.

Background & Qualifications:

  • 7+ years of experience in infrastructure or construction project management, ideally in public or major event contexts.
  • Proven experience managing multidisciplinary teams, including architects and engineers, across the project lifecycle.
  • Strong understanding of design development, permitting, and delivery processes for major capital works.
  • Ability to manage multiple concurrent projects in a high-pressure, deadline-driven environment.
  • Excellent interpersonal and stakeholder management skills, with the ability to work across functional and organizational boundaries.
  • Demonstrated commitment to co-creation and collaborative decision-makingExperience in centering accessibility and universal design in venue development processes, with an emphasis on the needs of athletes, employees, and attendees with disabilities
  • Extremely detail-oriented with excellent organizational skills
  • Strong communication, team building, and interpersonal skills
  • Well-developed problem-solving skills and ability to work independently to resolve issues
  • Fluent working with Office suite products including Microsoft Excel and PowerPoint
  • Self-starter with experience in defining tasks, seeking feedback, and evolving work where applicable
  • Ability to implement and manage change effectively

Position Requirements:

Education:

  • Bachelor’s Degree Required or equivalent work experience.  Preference given to candidates with backgrounds in space planning, architecture and design, event and games planning.

Expectations:

  • Ability to work independently and adapt to changing priorities in a fast-paced environment.
  • Ability to think critically and discern the right course of action with little guidance.

The annual base salary range for this position is $105,000.00 - $140,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
