Proposal Manager

Houston, Texas, United States; Miami, Florida, United States; Reston, Virginia, United States

ON.energy is setting the standard for large load interconnection. ON’s patented AI UPS™ is a medium-voltage UPS that serves as a firewall, protecting the data center from the grid, and the grid from the data center. With multiple gigawatts currently under construction, we are enabling grid-safe data centers.

The AI MV UPS Regional Bid Manager owns and executes the full proposal lifecycle for ON.energy’s AI Medium Voltage Uninterruptible Power Supply (AI MV UPS) pursuits within an assigned region. ON.energy’s AI MV UPS is a battery-based, medium-voltage critical power platform that protects entire AI and HPC data center campuses, including IT and mechanical loads, stabilizes the rapid power swings of GPU training workloads, and supports utility and grid-code compliance for large-load interconnections.

This role delivers accurate, competitive, compliant and timely technical and commercial proposals to hyperscale, colocation, neocloud and enterprise data center customers in the region. It works within Salesforce Sales Cloud governance, uses NetSuite cost and order data, manages content in Microsoft Office 365, and uses Claude to accelerate RFP analysis and proposal authoring. The Regional Bid Manager partners closely with regional Sales, Sales Engineering, Product, Engineering, PMO, Supply Chain, Service, Finance and Legal to produce winning proposals for mission-critical data center projects.

Core Responsibilities

  • Own end-to-end bid development for assigned regional AI MV UPS opportunities: technical exhibits, scope of supply, exclusions and clarifications, commercial terms and AI-generated content modules.
  • Analyze RFP requirements, build compliance matrices, and map out project timelines.
  • Prepare AI MV UPS system proposals covering MV architecture and topology, redundancy schemes (N+1, 2N, block/distributed redundant), ride-through duration, IT and mechanical load coverage, battery system sizing, MV transformer, PCS and switchgear integration, and reliability and availability metrics.
  • Articulate AI-specific value in each bid, including mitigation of GPU load oscillations, power quality, grid-code and interconnection compliance with regional utility and ISO requirements (e.g., ERCOT large-load ride-through), and speed-to-power benefits versus conventional LV UPS architectures.
  •
  • Structure commercial offers across capital sale, LTSA, extended warranty, availability and performance guarantees, and service-based models (AI UPS as a Service).
  • Flag tax, trade and supply-chain items that affect the offer, including ITC eligibility, FEOC and domestic-content considerations, tariffs and country of origin, and resolve them with Finance and Legal.
  • Keep Salesforce Sales Cloud opportunity, quote and approval records current, with accurate stages, MW, pricing, documents and close dates for regional pipeline and forecast reporting.
  • Use NetSuite for item and BOM costing and quote-to-order handoff, ensuring traceability from proposal to booked order.
  • Prepare Go/No-Go and bid review packages, commercial risk assessments and approval submissions covering margin thresholds, liquidated damages, payment milestones, warranty exposure and limitation of liability.
  • Use Claude and other AI tools to accelerate RFP analysis, compliance matrices, first-draft narratives and contract/specification summaries, with human review and confidentiality controls on every output.
  • Apply and help improve standard proposal templates, pricing formats, T&C summaries, performance guarantees, engineering assumptions and technical documentation stored in Office 365 / SharePoint.
  • Produce customer-ready packages: executive summaries, one-page commercial summaries, technical appendices, project timelines, risk matrices and presentation decks.
  • Support customer clarification meetings, bid revisions and best-and-final offers, and hand off awarded bids to Project Delivery with full proposal-to-contract traceability.
  • Share regional lessons learned and contribute to proposal best practices, templates and AI workflows across the team.

Key Deliverables

  • Complete, on-time AI MV UPS proposal packages for regional pursuits
  • Regional price-to-win analyses and commercial financial models with NetSuite-sourced cost inputs
  • RFP compliance matrices, clarifications/deviations logs and proposal risk evaluation matrices
  • Standardized SLDs, electrical architecture templates and engineering assumptions applied to each bid
  • Accurate Salesforce Sales Cloud opportunity, quote and approval records
  • Executive summaries and deal-approval presentations
  • LTSA, warranty and service scope exhibits

Qualifications & Experience Requirements (5–10 Years)

  • 5–10 years of experience creating and managing complex technical-commercial proposals for the data center industry (hyperscale, colocation, enterprise or AI/HPC), including multi-million-dollar critical power or electrical infrastructure bids.
  • Demonstrated ownership of multiple concurrent proposals from RFP receipt through award, working directly with regional sales teams and customers.
  • Strong understanding of data center critical power: MV and LV distribution, UPS topologies (double-conversion, rotary/DRUPS, modular), lithium-ion battery and BESS systems, MV transformers, switchgear, PCS, generators, SCADA/EMS/BMS, and redundancy and availability design (N+1, 2N, Uptime Tier concepts).
  • Solid commercial knowledge of supply and EPC contracts: liquidated damages, warranties, performance and availability guarantees, payment milestones, Incoterms and limitation of liability.
  • Ability to interpret electrical drawings, single-line diagrams, system layouts, specifications, SLAs and scopes of work.
  • Familiarity with bid governance frameworks, margin thresholds, risk controls and approval matrices.
  • Exceptional writing and content development skills for both technical and executive audiences.
  • Strong organizational skills with the ability to manage multiple simultaneous bids under tight deadlines.
  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Energy Systems, Business or a related field; engineering degree preferred.

Systems & Tools Proficiency

  • Salesforce Sales Cloud – Opportunity and pipeline management, quotes, approval processes, reports and dashboards, and data hygiene that supports accurate forecasting.
  • NetSuite – Item and BOM costing, quotes and sales orders, saved searches for cost and margin, and quote-to-order handoff to Finance and Operations.
  • Microsoft Office 365 – Advanced Excel (pricing, margin sensitivity, scenario modeling), Word (long-form proposals, styles and templates), PowerPoint, SharePoint (content library and version control), Teams and Outlook.
  • Claude (Anthropic) – Hands-on experience using Claude to analyze RFPs and specifications, build compliance matrices, draft and edit proposal content and summarize contracts, applying responsible-AI practices to confidential customer data.
  • Other AI and proposal tools – Experience with proposal automation, CPQ or content-management platforms (e.g., Loopio, Responsive) is a plus.

Preferred Qualifications

  • Bid or sales engineering experience with a critical power OEM or integrator (UPS, switchgear, BESS, power generation) selling into data centers.
  • Knowledge of the assigned region’s data center market, key customers, utilities and competitive landscape.
  • Exposure to MV UPS, battery energy storage, microgrids or grid-interactive data center solutions.
  • Familiarity with utility and ISO interconnection requirements for large loads and with ITC, FEOC, domestic-content and tariff considerations.
  • APMP certification or equivalent proposal-management training.
  • Bilingual English/Spanish and experience with international bids.

Core Competencies

  • Technical Acumen – Deep understanding of data center critical power, UPS and battery systems, and MV electrical infrastructure.
  • Commercial Intelligence – Strong ability to evaluate risk, pricing strategy, margin and contract structures.
  • Precision & Quality – Produces professional, accurate, error-free proposals that stand up to engineering and executive scrutiny.
  • AI & Automation Orientation – Uses Claude and modern tools to accelerate bid creation while maintaining quality and confidentiality.
