Program/Financial Analyst
POSITION DESCRIPTION:
Serve as a member of a dedicated team to provide business and financial management support in cost estimation, preparation and justification in all areas of DoD Planning, Programming, Budgeting, and Execution (PPBE) to a major U.S. Navy program office. Understands funding execution across all funding appropriations (i.e. Shipbuilding & Conversion, Navy (SCN), Other Procurement, Navy (OPN), Research, Development, Test & Evaluation (RDT&E), Operations & Maintenance, Navy (OM&N), and Foreign Military Sales (FMS)). Assists in the preparation of various presentations, mid-year reviews, quarterly execution reviews, budget exhibits and briefings and has the ability to create and assist in the preparation of various funding document execution using Navy Enterprise Resource Planning (ERP) and Program Resource Integrated Solutions Management System (PRISMS).
REQUIRED EXPERIENCE:
- All years of experience are being considered showing the capability to provide oversight and support for a full range of budget functions, applying an expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, financial management, and business operation systems to execute assignments and projects, resolving issues and providing authoritative financial analyses.
- Understanding of Statutory and Regulatory Reporting, as well as Acquisition Reporting per DoD 5000 Series.
- Organization skills to arrange and knowledge to participate in financial/budget meetings with Business Financial Manager (BFM), Program Manager (PM), Deputy Program Manager (DPM), and Principal Assistant Program Managers (PAPMs) in order to discuss and resolve current budget/funding issues
- Preparation of funding execution documents in NAVY ERP and PRISMS
- Tracking and reporting program financial transactions from initiation to award
- Providing financial status reports and assessments to identify program financial resources and shortfalls navigations and expenditures data
- Assisting in the preparation of task planning sheets (TPS)
- Assisting in the reconciliation of financial transactions
- Assisting in Navy ERP to include work breakdown structure/project structure maintenance and cost-planning maintenance
- Assisting with budget formulation and submission
DESIRED EXPERIENCE:
- Bachelor’s degree (desired)
- Navy ERP account access (desired)
- Navy ERP training, understanding and qualifications (desired)
- Demonstrated excellence in written and verbal communication skills
- Proficient in Microsoft Office Suite, with emphasis on Microsoft Excel, Word, PowerPoint, and familiarity with MS Project. Experience with Visio and Access are also considered a plus
- Secret clearance required
