Financial Analyst
OPS Consulting is seeking a Financial Analyst to work in Laurel, MD.
Job Description:
The Financial Analyst will assist in the creation of the program and budget; justify the resources (manpower and funding) to support the overall strategic plans and day- to- day mission activities. The Financial Analyst will also perform statistical and graphical analysis on various aspects of resource management such as the rate of execution of funding, fill- rates of authorized positions, workforce skills, size and cost, and success in obtaining appropriations for new program requests.
Responsibilities:
- Assist with compilation, reporting, and preparation of program and budget information for submission to various stakeholders.
- Assist in the preparation of capabilities requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for review and analysis.
- Assist with the analysis of funding requirements combined with the execution history and assist in the analysis and reporting of planned versus actual requirements and funding.
- Assist in monitoring expenses against budgets.
Required Skills:
Level 1: Five (5) years of DoD or commercial experience in purchasing or finance and a bachelor’s degree with a business focus is required. Experience in the preparation of reports that reflect programs/ project status in areas of cost, schedule and performance is required. Experience in budget planning, budget preparation and budget execution for acquisition programs is required. Experience with the Agency’s financial management system is preferred. In lieu of a degree, Certified Defense Financial Manager (CDFM), or DAWIA II in Business/ Financial Management and three (3) years of directly related experience for a total of eight (8) years may be substituted.
Level 2: Ten (10) years of DoD or commercial experience in purchasing or finance and a bachelor’s degree with a business focus is required. Experience in the preparation of reports that reflect programs/ project status in areas of cost, schedule and performance is required. Experience in budget planning, budget preparation and budget execution for acquisition programs is required. Experience with the Agency’s financial management system is preferred. In lieu of a degree, Certified Defense Financial Manager (CDFM), or DAWIA II in Business/ Financial Management and three (3) years of directly related experience for a total of thirteen (13) years may be substituted.
Security Clearance:
- A current government clearance, background investigation, and polygraph are required.

Pay Range: $49,996.80 - $290,004.00
Pay ranges are a general guideline and not intended as a guaranteed and/or implied final compensation or salary for this job opening. Determination of official compensation or salary relies on several different factors including, but not limited to: level of position, complexity of job responsibilities, geographic location, work experience, education, certifications, Federal Government contract labor categories, and contract wage rates.
