Position Overview

The Financial Analyst II provides mid-level analytical support to Enterprise Audit by performing financial data analysis, maintaining Business Process Narratives (BPNs), documenting risks and controls, and supporting audit readiness initiatives. The ideal candidate has experience with DoD accounting principles, intermediate Excel skills for storing, processing, analyzing, and presenting data, and the ability to provide actionable recommendations to government stakeholders.

Work Location:  Quantico, VA (Hybrid)

Clearance:   Public Trust Tier 1 is required.  Active Secret and above clearances may help expedite the process.


Key Responsibilities

Business Process & Audit Support

  • Draft, update, and review end-to-end BPNs across major processes (P2P, P2S, A2R, B2R, H2R, O2C) using the I&L standardized template.
  • Obtain Key Supporting Documents (KSDs) to perform Test of Design (ToD) and confirm that internal controls are properly designed; coordinate with the RMIC team for Test of Effectiveness (ToE).
  • Review and provide comments on HQMC-submitted BPNs via ETMS2 to ensure MARCORSYSCOM processes and internal controls are accurately reflected.
  • Maintain and retrieve KSDs in support of audits, accounting adjustments, and evaluations.

Accounting Analysis & Remediation

  • Review Abnormal Transaction Research and Remediation.
  • Research abnormal accounting conditions for expired or dormant records using DAI, SABRS, SMARTS, PIEE; communicate with performing activities as needed.
  • Adjust records with supporting KSDs and submit findings to program offices or MAO analysts; provide monthly summaries.
  • Review, research, and clear abnormal accounts.

Unliquidated Obligation (ULO) Analysis

  • Prepare monthly ULO reports summarizing dormant, UDOP, DOU, and UDOU transactions.
  • Research expired ULO records; adjustments must be supported by KSDs.
  • Perform trend analysis, provide root cause findings, and recommend corrective actions.

Dormant Account Review – Quarterly (DAR-Q)

  • Test DAR-Q samples and submit results via DAR-Q system using Advanta Tool; adjustments supported by KSDs.
  • Review Command DAR-Q submissions for compliance with guidance; identify issues and report to DAR-Q Analyst.
  • Prepare summary reports with trends, lessons learned, and remediation recommendations.

System Reporting & Metrics

  • Generate bi-weekly or ad hoc accounting reports for abnormal conditions (UMDs, abnormal accounts payable, NULOs).
  • Update OBIEE, SMARTS, and other reporting tools to ensure accurate and relevant financial data.
  • Analyze reports to identify trends, validate data, and provide actionable recommendations.

  • Develop job aids and training materials for stakeholders.
  • Strong client focus and commitment to continuous improvement.
  • Manage multiple priorities in a fast-paced environment.
  • Perform other duties as assigned.

Minimum Qualifications

  • U.S. citizen with active or eligible Public Trust clearance.
  • Bachelor’s degree in finance, Accounting, Business, or related field.
  • 1–3 years of finance experience; prior DoD or government contracting experience preferred.
  • Intermediate proficiency in Excel (data analysis, pivot tables, formulas, charts) and Word (styles, tables, Track Changes).
  • Demonstrated competency in attention to detail, customer service, communication, and problem solving.

Preferred Qualifications

  • Experience supporting DoD financial management, audit readiness, and internal controls.
  • Familiarity with ICOFR, FIAR, RMIC, DAR-Q, and ULO processes.
  • Professional certification (CPA, CISA, CGFM, CDFM) or in-progress.
