Position Description:
The Senior Business Analyst serves as a strategic liaison between the AFRL Sensors Directorate's Chief Scientist/Chief Engineer organization and scientific, engineering, business, and other cross-functional stakeholders. The position translates scientific and engineering priorities and technical roadmaps into actionable business strategies, investment plans, performance measures, and executive-level decision support.

Responsibilities and/or Success Factors:
- Provide senior-level strategic planning and business analysis support to the Chief Scientist and Chief Engineer.
- Translate scientific and technical roadmaps into business strategies, tactical plans, investment priorities, and actionable initiatives.
- Conduct market research and competitive analysis to identify emerging scientific and technological opportunities and risks.
- Conduct cost-benefit analyses supporting R&D investment, resource allocation, and project prioritization decisions.
- Develop and implement KPIs for R&D and engineering projects covering budget, schedule, technical quality, and other performance dimensions.
- Develop executive reports, dashboards, visualizations, forecasts, and trend analyses.
- Perform variance analysis and forecasting to identify emerging risks and support proactive management decisions.
- Gather and document business, functional, and technical requirements from scientists, engineers, and other stakeholders.
- Assess workflows and processes, identify inefficiencies, and develop recommended improvements.
- Support implementation of new business systems and processes aligned with Chief Scientist and Chief Engineer strategic objectives.
- Serve as the communication bridge between scientists/engineers and non-technical stakeholders.
- Lead or facilitate meetings and workshops to establish consensus, resolve issues, and align stakeholders around program and organizational objectives.
- Translate highly complex scientific and engineering information into concise, decision-oriented information for diverse audiences.
Minimum Qualifications Including Certificates:
- Active Top Secret Clearance
- 7-10 years' Experience
- Advanced experience in strategic planning, business analysis, R&D/program analysis, or engineering-oriented business operations.
- Demonstrated ability to advise and support senior scientific, engineering, or executive leadership.
- Strong understanding of R&D portfolio management, performance measurement, investment analysis, and resource prioritization.
- Advanced analytical, facilitation, communication, and executive briefing skills.
- Ability to independently structure ambiguous problems, integrate complex technical/business information, and develop executive-level recommendations.
