Position Description:
The Senior Financial Operations Specialist provides advanced financial management, cost analysis, estimating, forecasting, Earned Value Management, and decision support to Sensors Directorate leadership and program managers. The position analyzes complex program financial and schedule information and develops recommendations designed to improve financial management effectiveness, program execution, and management decision-making.

Responsibilities and/or Success Factors:
- Lead complex budget, financial, cost, schedule, and program execution analyses.
- Integrate financial information across programs and advise senior financial managers, program managers, and management officials.
- Perform life-cycle cost versus mission-effectiveness assessments and develop detailed cost estimates.
- Conduct risk analyses and assessments supporting program, systems engineering, logistics, and sustainment decisions.
- Provide Earned Value Management support, including Integrated Baseline Review planning and team training.
- Analyze Contract Performance Reports, Cost/Schedule Status Reports, Contract Funds Status Reports, and Contractor Cost Data Reports.
- Support development of CDRLs, Integrated Master Schedules, Work Breakdown Structure dictionaries, and CCDR plans.
- Train integrated product teams in EVM and analytical techniques.
- Design and maintain program budgets, forecasts, financial tracking tools, and executive-level reports.
- Analyze financial-management processes and recommend improvements to systems, methods, and procedures.
- Apply applicable DoD acquisition and financial-management policies and regulations, including DoD 5000-series guidance, DoD Financial Management regulations, AFI 65-series guidance, AFMC financial instructions, and DFAS guidance.
Minimum Qualifications Including Certificates:
- Active Top Secret Clearance
- 7-10 years' Experience
- Advanced DoD/Air Force financial management and program-control experience.
- Significant experience with cost estimating, EVM, forecasting, PPBE, funds management, and financial analysis.
- Ability to interpret complex cost/schedule data and advise senior decision-makers.
- Strong knowledge of Government financial-management regulations and systems.
- Demonstrated ability to lead analytical activities, develop solutions to complex financial-management problems, and train or guide other personnel.
