Engineering, Procurement & Construction (EPC) Contract Manager

Role Overview

Reporting to Blue Moon’s Director, Supply Chain, the Engineering, Procurement & Construction (EPC) Contract Manager is responsible for developing, negotiating, administering, and controlling large‑scale EPC contracts for Blue Moon’s mining development projects, including mine site infrastructure, processing plant, and supporting facilities. The immediate focus will be on the Nussir project in Repparfjord, Norway.

This role manages the entire contract lifecycle—from strategy development through tendering, evaluation, award, execution, change management, and close‑out—while ensuring strong commercial, technical, and schedule performance from EPC contractors.

The EPC Contract Manager is also the process owner for all EPC contract workflows within the ERP system (SAP), ensuring accurate structuring, reporting, and compliance throughout execution.

The EPC Contract Manager will work closely with project management, project controls, engineering, construction management and finance to ensure successful delivery of a fully developed mine site and process plant ready for operations.

Key Responsibilities

Contract Strategy & Preparation

  • Develop EPC contracting strategies aligned with project delivery models, risk allocation, and project execution plans.
  • Prepare contract packages including technical scope, commercial terms, specifications, schedules, and performance requirements.
  • Define evaluation criteria for EPC tenders (technical, commercial, HSE, schedule, financial capability).
  • Conduct market assessments and provide input on contractor selection strategies.

Tendering & Evaluation

  • Lead and coordinate the full EPC tender process: RFIs, RFPs, bidder meetings, site visits, clarifications, and evaluations.
  • Facilitate interdisciplinary evaluation teams from engineering, procurement, construction, finance, and legal.
  • Prepare negotiation strategies and lead commercial/contractual negotiations with EPC bidders.
  • Develop clear award recommendations for internal approval and governance processes.

EPC Contract Administration & Execution

  • Act as the primary commercial interface with EPC contractors during engineering, procurement, construction, commissioning, and completion.
  • Monitor contractor performance against contract obligations, KPIs, progress milestones, quality standards, HSE requirements, and schedule.
  • Manage change orders, claims, variations, and deviations according to contract terms, ensuring robust documentation and approval routes.
  • Review EPC schedules, progress reports, cash flow forecasts, and performance metrics.
  • Implement contract risk registers and actively manage emerging risks and opportunities.

ERP Process Ownership

  • Serve as Superuser / Process Owner for EPC contract management within SAP.
  • Ensure contract structures, WBS, milestones, budgets, deliverables, and change workflows are correctly configured in ERP.
  • Develop automated reporting dashboards for progress, cost, variations, and risks.
  • Train project team members and EPC contractors in ERP-based contract execution processes.
  • Ensure accuracy of data entry, documentation, and compliance with governance requirements.

Financial & Commercial Controls

  • Validate progress measurements to support invoice approvals and milestone payments.
  • Work with project controls and finance to maintain cost forecasts, earned value reporting, and contract value tracking.
  • Analyze commercial impacts of design changes, delays, contractor performance issues, and external risks.
  • Support dispute management, claim assessment, and resolution processes with legal teams.

Stakeholder Collaboration

  • Collaborate closely with engineering, project management, project controls, construction, procurement, logistics, planning, finance and HSE.
  • Participate in project progress meetings, design reviews, and site inspections.
  • Provide contract guidance to internal teams and ensure contractual alignment across all project interfaces.
  • Support integration between EPC contractors and owner’s team processes and governance.

Contract Close‑Out

  • Manage technical and commercial close‑out including punch lists, final accounts, warranties, and documentation handover.
  • Ensure proper capture of as‑built documents, performance guarantees, O&M manuals, and training materials.
  • Lead lessons‑learned workshops and continuous improvement initiatives for future EPC phases.

 Qualifications & Experience

  • Master’s or Bachelor’s degree within Supply Chain, Engineering, Business, or Project Management is required.
  •  Minimum 7 years of experience in EPC contracting, major capital projects, or heavy industrial sectors (mining, oil & gas, process plant construction, energy).
  • Strong understanding of EPC contract models, project delivery strategies, and international contracting standards.
  • Demonstrated experience managing large EPC contracts through full lifecycle.
  • Hands-on experience with ERP systems (SAP preferred).
  • Excellent negotiation, commercial analysis, and contract administration skills.
  • Strong knowledge of project controls, risk management, and schedule management.
  • Ability to travel internationally up to 50% annually.

Please note: The contract period is for 24 months with possibility for extension.

Pay range and compensation package
