Description:

C3EL is seeking a Technical Project Manager / AV/VTC Integration Project Manager to lead the execution of complex audiovisual (AV), video teleconferencing (VTC), and mission systems integration projects supporting Department of Defense and federal government customers. This position requires a project manager with sufficient technical depth to understand AV/VTC system designs, coordinate engineering and installation activities, manage technical issues, and serve as the primary interface between C3EL, customers, subcontractors, and vendors throughout project execution.

Primary Responsibilities:

  • Manage successful project execution, including schedule, cost, technical coordination, customer communication, and delivery.
  • Lead AV/VTC and mission systems integration projects from post-award kickoff through design, procurement, integration, installation, testing, acceptance, and closeout.
  • Develop and maintain project schedules, milestones, action items, risk registers, and other project execution documentation.
  • Coordinate engineering activities including design development, drawing reviews, bills of material, equipment selections, configuration requirements, and technical submittals.
  • Review project requirements, statements of work, drawings, specifications, and contract deliverables to ensure execution remains aligned with contractual requirements.
  • Coordinate procurement and material requirements with C3EL's supply chain and procurement teams, including long-lead equipment and schedule-critical materials.
  • Plan and coordinate site surveys, installations, system commissioning, testing, training, and customer acceptance activities.
  • Manage field installation teams, subcontractors, vendors, and technical resources supporting project execution.
  • Track project financial performance, including labor utilization, material costs, subcontractor costs, travel, ETC/EAC, and overall project margin.
  • Identify technical, schedule, cost, and performance risks and develop mitigation plans before they affect project delivery.
  • Manage project changes and support development of change orders, requests for equitable adjustment, or other contract modifications as required.
  • Lead regular internal and customer project status meetings and provide clear reporting on schedule, technical status, risks, issues, and required decisions.
  • Coordinate with engineering personnel to troubleshoot and resolve technical integration issues during installation and commissioning.
  • Ensure required testing, quality control, configuration documentation, as-built documentation, and project closeout deliverables are completed.
  • Maintain professional working relationships with government customers, contracting personnel, end users, subcontractors, manufacturers, and distribution partners.

 

 Minimum Qualifications:

  • U.S. Citizenship.
  • An active, in-scope US Government issued Secret clearance is required. (Active Top Secret is preferred.)
  • Minimum five (5) years of relevant professional experience, including project management or technical project leadership.
  • Experience managing AV/VTC, IT infrastructure, C4ISR, communications, or other technology integration projects.
  • Experience supporting DoD, federal government, or similarly structured customers preferred.
  • Ability to manage multiple concurrent projects from award through closeout.
  • Ability to travel to customer and project sites as required.

 

Preferred Qualifications:

  • Seven (7) or more years of relevant professional experience.
  • Three (3) or more years managing AV/VTC or technology integration projects.
  • Experience managing federal or DoD integration projects.
  • PMP certification.
  • AVIXA CTS, CTS-I, or CTS-D certification.
  • Manufacturer certifications from Crestron, Extron, Q-SYS, Biamp, Cisco, or similar technology providers.
  • Experience with secure AV/VTC environments, including classified conference rooms, command centers, operations centers, or other mission-critical environments.
  • Experience managing projects involving multiple sites, subcontractors, or geographically dispersed installation teams.

 

Education:

  • Bachelor's degree in Engineering, Information Technology, Project Management, Business, or a related field.
