Job Summary:

The Executive Director of Student Services is responsible for coordinating and evaluating the Special
Education Program. The Executive Director of Student Services provides leadership in managing,
administrating and supervising all aspects of the Special Education Program while reporting directly
to the CEO.

Essential Functions:


•Contributes to the development of the total school philosophy of education
•Assists in the adaptation of school policies to include special education needs
•Recommends policies and programs essential to the needs of exceptional/special children
•Keeps informed of all legal requirements governing special education
•Provides leadership in establishing new programs and developing improved understanding of
existing programs
•Develops and initiates professional development in order to assist other educators in
identifying exceptional children
•Develops and implements child find strategies for all programs
•Supervises and coordinates Special Education programs which include specially designed
instruction for students who are eligible
•Establishes procedures for placement, evaluation, assignment, and re-appraisal of students with
regard to the Special Education services program
•Develops procedures for referral, securing medial reports, psychological examination, and
placement
•Supervises and coordinates home instruction for homebound or hospitalized students
•Assists in recruitment, selection, and recommendation for hiring of any Special Education
personnel
•Assumes responsibility for compiling, maintaining, and filing all reports, records, and other
documents legally required or administratively useful
•Develops and maintains complete and cumulative individual records of all children receiving
special services or enrolled in special classes
•In conjunction with Principals, observes and provides feedback to Special Education teachers
with regard to observations and progress for assigned staff
•Assists in developing and professional improvement plan for staff
•Attends parent advocacy meetings, when necessary
•Attends, when necessary, due process hearings, meditations and manifestation determination
meetings
•Oversees support staff and related services staff and provides guidance and support
•Supervises the related services staff including but not limited to contacting outside placement
agencies in an effort to properly staff the school and the student services programs
•Ensures that all staff complies with relevant laws, regulations; oversees the compliance
managers and coordinators
•Supervises preparation of attendance reports and similar data necessary for reimbursement of funds for Special Education population
•Assists in the writing of grant applications when the opportunity or necessity requires it
•Coordinates with appropriate transportation personnel for the transportation of all children
placed in special classes
•Creates compliance charts for new teachers and oversees updates in conjunction with the
Director of Special Education
•Evaluates on an ongoing basis, the total Special Education program, curriculum, procedures,
and individual students' needs and achievements
•Consults with parents of students enrolled in the program
•Assumes responsibility for own professional growth and development; for keeping current with
the literature, new research findings, and improved techniques; and for attending appropriate
professional meetings and convention
•When necessary attends Individualized Education Plan (IEP) meetings, Multi-Disciplinary
Evaluation (MDE) meetings, Mediation, Due Process Hearings or other legal proceedings
•Provides leadership to staff in annually identifying program strengths and weaknesses
•Develops, implements, supervises and evaluates curriculum and instructional practices that
align to Pennsylvania Core Curriculum Content Standards
•Maintains positive, cooperative, and mutually supportive relationships with the administration,
instructional staff, students, parents, and representatives of resource agencies within the
community
•Supervises the IEP process for all students and annual reviews as required by State and Federal
mandates and guidelines
•Supervises all Special Education teachers and staff that are responsible for resource room, life
skills, autistic support and emotional support classrooms
•Supervises the ESY program and nursing program
•Works closely with the Administrative Leadership and the CEO in developing school wide
educational pedagogy for Special Education students
•Performs other related duties as assigned
    
Minimum Requirements:

•Master’s Degree in Special Education from an accredited college or university
•Have at least five (5) years of successful teaching/administrative experience and two (2) years
excellent administrative experience as a Supervisor, Director, Principal or Vice Principal
•Pennsylvania Criminal Record Check Clearance
•Pennsylvania Child Abuse Clearance
•FBI Criminal Background Clearance


Certifications/Licenses:

•Valid Commonwealth of Pennsylvania Instructional Certificate - Supervisor in Special
Education    

Demonstrated Knowledge of:
•Pennsylvania Core Curriculum and standards
•All relevant Pennsylvania and Federal rules, statutes and regulations governing Special
Education
•The contents, materials, methodologies and practices utilized within Special Education at the
respective grade level
•Critical thinking methodologies as it applies to Special Education
•Interstate Teacher Assessment and Support Consortium (InTASC) standards
•Response to Interventions (RTII)
•Positive Behavior Intervention and Supports (PBIS)
•Special Education software systems    

Demonstrated Ability to:

•Problem solve efficiently, use organizational skills at a high level, manage, lead and mentor
staff in a way that respects their strengths and weaknesses
•Establish and maintain effective working relationships with faculty, administrators, support
staff, parents and students
•Ability to communicate effectively, both orally and in writing, using proper grammar and
vocabulary
•Motivate staff to maintain the highest standards of performance for themselves and their
students
•Use computers for word processing, data management, and telecommunications
•Assess students’ needs and learning styles and assist in the designing of appropriate
differentiated instruction to meet their needs
