Overview 

We’re seeking a highly experienced and strategic Senior Business Analyst to lead and mentor our team supporting the Centers for Disease Control and Prevention (CDC). In this leadership role, you'll serve as a critical bridge between CDC’s executive public health mission stakeholders and our technical cloud solutioning teams. You'll be instrumental in defining the vision, strategy, and complex requirements that drive the successful migration, modernization, and optimization of applications within a multi-cloud environment (Azure, AWS, GCP). Your work will directly contribute to streamlining enterprise-level processes, enhancing organizational transparency, and achieving significant, measurable ROI for CDC’s cloud initiatives. 

Responsibilities 

The Senior Business Analyst will provide expert guidance and leadership, collaborating extensively with CDC stakeholders and technical teams to ensure solutions are aligned with strategic objectives and deliver tangible public health outcomes. Key responsibilities include: 

  • Strategic Requirements Definition & Leadership: Lead and oversee the elicitation, analysis, and documentation of complex, enterprise-level user and system requirements for major cloud migration, modernization, and new solution development initiatives. This includes driving the capture of technical, contractual, cost, data, and long-range planning considerations as outlined in the CDC CAOS SOW. 
  • Advanced Process Design & Optimization: Architect and champion optimized "to-be" business processes for cloud adoption, intake, and operations across multiple CDC branches. Lead the development of sophisticated workflow charts and diagrams (e.g., using Visio or Lucidchart) and ensure robust documentation of business processes to support standardized, agency-wide procedures for customer intake and project visibility. 
  • Expert ROI Analysis & Strategic Prioritization: Lead the development and refinement of the ROI calculator and methodologies to assess migration complexity, anticipated impact, and comprehensive benefits versus costs. Drive strategic prioritization and migration queue ranking discussions with CDC leadership, ensuring resource allocation maximizes public health outcomes and organizational value. 
  • Solution Architecture & Vendor Management: Serve as a primary liaison with technical experts and CSP vendors to evaluate and recommend optimal solution architectures for cloud hosting, modernization, and new application development, providing critical documentation for executive decision-making. 
  • Enterprise Communication & Stakeholder Engagement: Lead the design and content strategy for customer-facing websites and portals (e.g., SharePoint or ServiceNow) that serve as central hubs for cloud migration resources, FAQs, and event calendars. Oversee the development of standardized digital onboarding packages and engagement communications, ensuring consistent messaging and proactive stakeholder management. 
  • Executive Reporting & Performance Transparency: Develop and present high-level data and analysis for executive status reports, briefings, and the lifecycle tracking dashboard, ensuring transparent visibility of enterprise-wide workload status, migration progress, cost performance, and security compliance posture to senior leadership. 
  • Agile & DevSecOps Leadership: Drive the adoption and continuous improvement of Agile/Scrum methodologies and DevSecOps principles across project teams, ensuring business requirements are seamlessly integrated into the development and automation lifecycle to facilitate reusable DevSecOps and automation services. 
  • Quality Assurance Strategy & Oversight: Define and oversee the strategy for test plan development, traceability matrices, and user acceptance testing, ensuring delivered solutions meet stringent quality standards and user expectations. 
  • Mentorship & Team Development: Provide mentorship and guidance to junior and mid-level Business Analysts, fostering their professional growth and enhancing team capabilities. 

Required Experience 

  • Minimum of 7+ years of experience as a Business Analyst in an IT environment, with a focus on large-scale projects. 
  • Demonstrated experience collaborating with management and end-users to solicit, understand, and document user and system requirements. 
  • Strong experience in performance requirements management and defining metrics for project success. 
  • Proficiency in an Agile/Scrum environment and familiarity with DevSecOps principles. 
  • Skilled at creating flow or process diagrams with tools like Visio or Lucidchart. 
  • Excellent written and oral communication skills, with the ability to articulate complex technical concepts to non-technical audiences and vice-versa. 
  • Strong analytical, problem-solving, and critical thinking skills. 
  • Ability to work independently and collaboratively within cross-functional teams. 
  • This position requires the ability to obtain a Public Trust clearance. 

Desired Experience/Qualifications 

  • Experience supporting cloud migration or modernization initiatives, particularly within Azure, AWS, or GCP environments. 
  • Familiarity with FinOps principles and cost optimization strategies in cloud environments. 
  • Experience documenting business and system requirements, writing test plans, and developing traceability matrices for federal government contracts. 
  • Proficiency with Microsoft 365 platform and tools, including Excel, Teams, and SharePoint. 
  • Experience with project management tools such as Jira, ServiceNow, or Smartsheet. 
  • Understanding of federal cybersecurity frameworks (e.g., NIST RMF, Zero Trust Architecture) and compliance requirements. 
  • Experience in public health or other federal agency settings.
