Project Description:

VENGOAL is seeking applications for the position of Field Technician for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care, and treatment services to key and vulnerable populations in selected geographic areas.

Job Description:

The Field Technician provides programmatic support and oversight of the implementation of the program activities in the Caracas and Merida/Zulia locations where the partner clinics are located. This individual will observe the actions of the EpiC partners and provide feedback to the Technical Advisor on the gaps as well as support required by partners to effectively implement the project. This individual must understand the country context, technical design, day-to-day implementation and results of the program and be able to provide feedback on these at any time.

He/she is in regular contact with the Technical Advisor (TA), and such staff as he/she may direct.

Specific Duties:

  • Provide oversight and support, and coordinate strengthening actions with the Technical Advisor, MERL Advisor and Partnership Lead accordingly.
  • Ensure that key issues, innovations and lessons learned from the project are documented, shared and included in future work plans.
  • Provide support with the Technical Advisor to consolidate and analyze monthly technical reports from the Civil Society Organizations (CSOs).
  • Assist with coordination and submission of reports on HIV prevention/treatment activities.  
  • Support in the monitoring and evaluation of the program cascade activities, ensuring compliance with the minimum programming criteria of the proposal.
  • Ensure compliance with procedures, methodologies and policies in coordination with the Project Manager and Sector Technical Coordinators.
  • Ensure compliance with the actions established in the project document.
  • Any other task related to the field coordinator, CSO or GOAL HQ request.

MINIMUM REQUIREMENTS:

 Professional Studies /Education:

  • Relevant third level certification in social sciences, anthropology, public health or related areas.

 Professional experience:

  • Minimum 5 years of experience in international development
    • Experience in SBC for country level projects and working with local partners
  • Sound cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.
  • Previous experience working with program and organizations working with key and vulnerable populations.
  • Previous experience in building capacity of local organizations and stakeholders.

Knowledge/skills:

 - Preferable English language proficiency in written, presentation and communication skills

- Demonstrated project management skills and experience.

- Excellent communication skills

- Ability to work in a team environment

 The position will be based in Venezuela. This is a national position.
