Office Engineer
About the Position
We are seeking an experienced and successful Office Engineer to serve as a key member of an engineering team for heavy civil infrastructure and transit projects. They will be responsible for managing project documentation, coordinating with field teams, ensuring compliance with design specifications, reviewing construction submittals, and overseeing the technical aspects of a project from the office, while maintaining accurate project records and reports.
This is a long term, full-time, onsite position located in the New York City area, NY.
Responsibilities
- Coordinate submittal process; monitoring of design progress and costs; coordination of progress payments; monitoring of quality assurance; monitoring of safety compliance; environmental assessment and inspection; preparation of materials and representation at periodic Project meetings; provide expert opinions on special cases, assist in review of submittals and documents.
- Distribute and review all submittals and deliverables, including scheduling, DBE updates, daily reports, requisitions for payment, payroll reports, work plans, RFIs, design documents, product data and shop drawings.
- Coordinate reviews and arrange meetings as required with the EMD, and other units or external agencies to track, compile, and return submittal review comments within the specified review periods.
- Provide miscellaneous Project estimating services (and estimate review services).
- Assist the Project Controls group in various capacities, including the preparation of monthly schedule and manpower reports, adjustments and analysis of schedule-related items, schedule updates, etc.
- Provide estimating, budgeting, scope development, and change order support for Project initiatives.
- Perform document control through established software and databases.
- Ensure that look-ahead schedules and work plans are properly integrated with available track outages and foul time. Assess and monitor sequence of critical path activities.
- Write letters, memos and meeting minutes, and develop written reports as needed.
- Efficiently track and maintain status on the disposition of Project action items and design/construction issues.
- Validate and monitor Force Account and Design-Build Contractor invoices for payment in accordance with progress of the work.
- Evaluate and prepare recommendations to the client regarding sequence of field and/or construction activities and means and methods of construction when working in a railroad environment.
- Assist in the preparation of Project management plans, Project plans, quality plans, white papers, concurrence forms, and any related documents.
- Generate weekly and monthly reports on Project status.
- Assist in the review, documentation, and management of change requests. Assist in change order negotiations and the issuance of change requests (including the preparation of change request packages, scopes of work, and RFPs).
- Review Design-Build Contractor attendance and daily shift reports and worker completion of training.
- Assist in managing progress status meetings with the Design-Build Contractors and user and operating groups.
- Compile and maintain a digital photo record of construction progress and activities.
- Assist the Resident Engineer Lead in the coordination of labor forces, including Design-Build Contractor staff, Force Account, and external agency and utility personnel.
- Ensure that daily work plans and related shop drawings are approved and in place prior to the start of related work activities.

Minimum Qualifications
- Bachelor’s degree in engineering, architecture, construction management or a related field.
- 5+ years of relevant Office Engineer experience working on heavy civil infrastructure or transit projects in a “paperless” environment, with an emphasis on document control and scope development.
- Ability to read and comprehend electrical, communication, civil and structural engineering plans, technical specifications, and other construction documents such as work plans, procedures and shop drawings.
- Expertise and prior experience in bringing matters to a prompt resolution as they pertain to standard engineering, construction management, and field construction practices.
- Knowledge of railroad construction requirements when working adjacent to railroad operations.
- Proficiency with industry standard document control software (e.g., SharePoint, E-Builder, Aconex, Procore, etc.)
- Proficiency with Microsoft Office Suite (e.g., Outlook, Work, Excel, etc.)
Preferred Qualifications
- Masters degree in Engineering, Architecture, Construction Management or a related field
- Project Management Professional (PMP)
Compensation Details
The salary range listed for this role is $70k-$150k/yr ($40-$70/hr). The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
