About the Position 

Are you a data storyteller with a knack for long-term strategy? Luster National is looking for a Data Analyst focused on Long Range Access Development as well as Wayside Work Planning to support transportation and infrastructure planning initiatives. In this role, you'll use data to help shape future access strategies—analyzing current conditions, forecasting future needs, and supporting infrastructure decisions that serve communities over the long term. You'll be translating operational complexity into actionable insights, often to improve safety, efficiency, and long-range coordination. This is a high-impact position that combines technical skill with mission-driven purpose. 

This is a long-term, full-time, onsite position located in the greater Washington DC metro area.  

Responsibilities may include the following 

  • Collect, clean, and manage large datasets, potentially from multiple systems, related to transportation, land use, demographics, access needs.
  • Analyze train performance, track access schedules, and maintenance records to identify inefficiencies, conflicts, or delays.
  • Provide support for outage and work planning by identifying historical access trends and potential conflict zones.
  • Analyze access trends and long-range mobility patterns to inform route selection, infrastructure prioritization, and design alternatives.

  • Use tools like Python, R, or Excel to model future access needs, simulate project impacts, or anticipate service disruptions.
  • Build dashboards (Tableau, Power BI) to visualize track access schedules, maintenance windows, and rider impacts.
  • Evaluate feasibility and impacts of proposed infrastructure or transportation solutions using geospatial, economic, and user behavior data. 
  • Support the development of data-informed long-term planning strategies in collaboration with engineers, planners, and client stakeholders. 
  • Serve as the “data backbone” for planners, engineers, and project managers by supplying reliable metrics and custom reports.
  • Support grant writing or FTA reporting with data on system usage, capital needs, and equity impacts.
  • Prepare clear presentations and visual narratives to communicate findings to both technical and non-technical audiences. 
  • Stay current with transportation planning trends, equity and access principles, and emerging tools in data science.

Minimum Qualifications 

  • Bachelor’s Degree in Data Science, Urban Planning, Transportation Engineering, or related field, or equivalent combination of education/experience.  
  • 5+ years’ work experience in data analytics for transportation planning in the transit industry; should possess domain fluency. 
  • Knowledge of transportation or infrastructure planning principles, including long-range modeling, accessibility metrics, and environmental considerations. 
  • Exposure to performance metrics used in both planning and operations contexts.
  • Proficient in data analysis using visualization platforms like Power BI or Tableau. 
  • Proficient with Python, R, and SQL. 
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.) 

Preferred Qualifications 

  • Master’s degree in Data Science, Urban Planning, Transportation Engineering.  
  • Experience with GIS tools (e.g., ArcGIS, QGIS). 

Compensation Details 

The salary range listed for this role is $104k-$150k/yr ($50-$72/hr.) The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
