Teneo’s Capital Projects & Infrastructure (CP&I) practice, part of Teneo’s global Financial Advisory business, advises public and private sector clients across the full lifecycle of capital-intensive programs — from inception to exit — helping unlock value, de-risk delivery, and optimise outcomes through integrated financial and infrastructure advisory. - Governance and Operational Excellence – Operating model design, governance frameworks, and procedure development.
- Feasibility & Planning — Business planning and strategy, feasibility assessments, investment structuring, and governance design.
- Procurement & Financing — Funding and financing strategy, PPP/PFI structuring, tender management, and transaction execution.
- Delivery Oversight — Project, programme, and portfolio management (P3M), construction delivery oversight, and project reviews to ensure disciplined execution.
- Operations & Maintenance — Asset management, lifecycle optimisation, and operational performance improvement.
- Closure & Dispute Management — Contract strategy and management, dispute management, and exit planning to safeguard value and enable continuity.
The Role
This is an excellent opportunity to work alongside our established team who will support you to utilise and enhance your advisory skills and experience. You will work alongside some of the most experienced practitioners in the field advising the boards, management teams, lenders, and shareholders of companies involved in the development of capital-intensive projects and infrastructure across the Middle East.
As a Manager you will have the opportunity to use your industry knowledge and professional expertise, along with leveraging the skills and expertise of others, to deliver the best possible experience and outcomes for our clients. For this role, we are seeking highest-calibre candidates who can support across our CP&I service offerings, with a focus on providing exceptional Governance and Operational Excellence solutions to our client. This role requires an individual with a proven track record in designing operating models, establishing governance frameworks, developing delegation of authority (DoA) matrices, and drafting policies and procedures to enhance organizational performance and efficiency.
Key Responsibilities
- Client Service
- Key team member working on CP&I projects on a day-to-day basis, including managing junior staff.
- Produces high quality deliverables within planned timescales.

- Assist in the running of a sector or marketing key account team, including participating in, and organising, marketing events.
- Assists in preparing research documents, pitches, and client presentations.
Key Skills & Experience
- Education and Qualifications:
- Strong academic background at A level / degree level.
- Bachelor’s degree in engineering, Business Administration, Project Management, or related field. Master’s degree preferred.
- Professional accreditation such as MRICS, MCIarb, MCIOB, PMP, RMP – preferred.
- Experience:
- Minimum 7 years of total experience, including at least 3 years in an advisory environment. Previous experience with a Big 4 or recognized advisory firm is an advantage.
- Proven experience in the construction, infrastructure, or capital-intensive projects sectors.
- Demonstrated experience in governance, operating model design, and policy development.
- Firsthand involvement in organization transformation, performance improvement, or operating model projects.
- Previous experience in developing delegation of authority and RACI matrices.
- Engaged in designing and delivering organizational structures for organizations, including developing organizational charts for personnel and departments.
- Key Skills & Competencies:
- Deep understanding of corporate governance, operational frameworks, and organizational design.
- Strong analytical and problem-solving abilities.
- Effective communication and people skills to support working in a high-performance team.
- Ability to manage multiple workstreams and deliver under tight deadlines.
- High degree of professionalism, integrity, and client service orientation.
- Proficiency in MS Office (Excel, PowerPoint, Word) and familiarity with project management tools.
- Flexibility to transfer skills into complementary offerings if market conditions change.
- Ambition to learn and develop further.
- Collaborative personality.
- Professional Arabic language skills – preferred.
- Primavera P6 – preferred.
