The Company has experienced rapid growth over the past 3 years and recently received a strategic investment from Main Street Capital Corporation (NYSE: MAIN). In addition to our recent growth in Federal Civilian agencies, we are seeking to expand our capabilities in cloud development and footprint in national-security focused agencies within the Department of Defense and U.S. Intelligence Community.

 

CTEC is currently seeking for Technical Project Manager (TPM) to join our team.
Client:
CTEC develops and delivers innovative customer-centric technologies and solutions that facilitate the Office of Personnel Management’s (OPM) Development, Modernization, Enhancements (DME), and Operation and Maintenance (O&M) efforts for modern and legacy applications.

Duties and Responsibilities:
• Perform Customer-facing Project Management (40%) and Software Development (60%).
• Primarily remote work, occasional face-to-face customer meetings in the DC area, and staff meetings in the Tysons, VA area.
• Project Management
o Responsible for managing and running Agile Scrum teams using Agile methodologies. Create, manage, and implement Agile work plans and roadmap.
o Discover and document collective knowledge by gathering, analyzing, and managing business requirements for multiple concurrent projects and/or other efforts. Manage Agile team blockers, conflicts, issues, and changes to maintain agreement on solution scope. Identify gaps in solutions and help define acceptance criteria for the completion of the solution.
o Ensure that the requirements of business clients are captured correctly before a solution is developed and/or implemented.
o Creates budgets. Ensure all deliverables are met on schedule. Manage project Profit/Loss (P/L). Play a key role in ensuring a project successfully meets client needs. Work with stakeholders to understand their working environments and underlying needs and concerns.
o Perform organic growth. Identify business needs and define feasible solution scopes. Participate in proposal development. Manage innovation delivery to customers. Create/maintain past performance writeups for projects managed.
o Lead, assemble, and present information to management-level positions, including Weekly Activity Reports (WARs) and monthly In-Process Reviews (IPRs).
o Contribute to the risk register, risk management plan, and issue log by providing any necessary analysis and escalation recommendations. Create/maintain communications plans.
o Manage project staffing to include planning, acquisition, and succession.

Software Development
o Design and Development: Create and maintain applications using programming languages with Integrated Development Environments (IDEs).
o Implementation, Testing, and Deployment: Conduct code reviews, automated unit testing, system testing, and integration testing in multiple environments (i.e., Development, Testing, Staging, and Production). Trigger CI/CD pipelines (with built, test, scan, and deploy stages) culminating in deployment to various environments.
o Maintenance and Support: Provide on-call support for production systems, troubleshoot issues, and upgrade system software.
o Collaboration: Work closely with business analysts and stakeholders (i.e., client-facing) to understand requirements and deliver solutions.
o Documentation: Create and maintain technical application documentation to support systems' ongoing operations and maintenance.
• Leads by example. Mentors and coaches’ staff. Works under minimal supervision with minor guidance from executive personnel.

Skills & Work Experience:
• Minimum of 10 years of experience in Project Management and Cloud/Web Application Development.
• Required Minimum certifications: PMI PMP or equivalent.
• Working knowledge of C#, .NET, COM+, DCOM, Visual Studio, GitHub, and Azure DevOps - CI/CD pipelines with YAML.
• Working knowledge of SQL Server interfaces.
• Working knowledge of Azure Active Directory, Azure Kubernetes Service, Azure VMs, Azure Key Vault, Azure Service Bus, Azure Monitor, Azure Functions, and Microsoft IIS.
• Working knowledge of automated testing with xUnit and Selenium.
• Working knowledge of Domain Driven Design (DDD), Test Driven Design (TDD), Microservices, and Serverless Compute.
• Working knowledge of SW Development Lifecycle (SDLC) methodologies, including Waterfall and Agile.
• Excellent written and verbal communication, documentation, and active listening skills and the ability to interact effectively at all layers of the organization.
• Excellent relationship-building and negotiation skills.
• Excellent budget creation, maintenance, and analysis skills.
• Excellent organizational and time management skills.
• Excellent project planning, team motivation, and delegation skills. A high degree of commitment, flexibility, self-motivation, self-confidence, and assertiveness is required.
• High tolerance of ambiguity and the ability to bring order to chaos is required.

Preferred:
• Agile SAFe certification, Scrum Master, or equivalent.
• Working knowledge of integration technologies such as MuleSoft.
• Working knowledge of Customer Experience (CX) and User Experience/User Interface (UX/UI), Section 508, United States Web Design System (USWDS), and Customer Journey Mapping (CJM).
• Working knowledge of Application Security implementation, including NIST 800-53 R5 security controls.
Education:
• Bachelor’s degree in computer science, Software Engineering, Information Management Systems, or a related discipline. Equivalent professional experience will be considered instead of a degree.

Clearance:
• Must be a US citizen and be able to obtain OPM Public Trust Clearance.
