The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Sr. Manager, Procurement & Contracts

The Venues and Infrastructure (VNI) team plays a critical role in delivering competition and non-competition venues that are functional, innovative, and fully accessible for the Olympic and Paralympic Games. As part of the larger Sport and Games Delivery group, the VNI team ensures that all venues are designed, developed, and delivered with the highest standards for functionality, sustainability, and inclusion within time and budget limits.

Reporting to the Director, Infrastructure Program Management, the Sr. Manager, Procurement and Contracts will lead the procurement and contracts management efforts for VNI. The Sr. Manager will prepare the procurement strategy and work packaging plan; lead the development of the work package RFP documentation, including the approval flows, handoffs, and timelines; manage contractor performance and contract change; lead VNI procurement efforts in tandem with the central LA28 procurement teams; and manage the team of procurement and contracts professionals for VNI works. In addition, the Sr. Manager will take an integral role working with our delivery partners to optimize the value to LA28 of the delivery partner input to the VNI procurement and contract management activities. This role will require deep collaboration across Finance, Legal, Procurement functional areas, as well as partners and suppliers.

The successful candidate will have established, led, and managed procurement teams for complex infrastructure projects and/or major temporary events.

Key Responsibilities:

Procurement Leader

  • Prepare the procurement strategy for VNI, including work packaging delineation, handoff points between teams, market sourcing approach, and governance
  • Establish the resourcing plan to manage the volume of contracts and correspondence expected, including hiring and contractor management
  • Define contracting models (lump sum, unit rates, cost plus) across various commodities and services according to risk, market availability, and commercial opportunities
  • Integrate LA28 sustainability and impact requirements into the procurement process, including bidding and contracting

Procurement Process Management

  • Lead internal and external procurement professionals to manage sourcing events, from market sounding, supplier qualifications, request for proposals, bid assessments, and selection/notification
  • Prepare technical specifications and scope of works documents in tandem with the Design & Delivery teams. Include relevant standards and policies into bid documents, including commercial terms and change control
  • Establish evaluation criteria and obtain requirement approvals for selection

Contracts Management

  • Manage team of contracting professionals to prepare and execute contracts in coordination with Legal
  • Ensure contract terms are reflected in purchasing documents and payment applications. Manage contract relationships with the counterparties
  • Coordinate with construction and site leaders to ensure deliveries of contracted services and materials are met
  • Track change requests and solicit approvals including changes to contracts

Background & Qualifications:

  • Minimum 7-10 years of experience in procurement and contracts management of major infrastructure and temporary works. Games and major event experience a plus
  • Expert knowledge of purchasing, payment, and contracts management systems, including but not limited to Agiloft, Workday, Textura, CMiC, Compass
  • Experience leading teams of full-time and contracted workforce

Physical Requirements and Working Conditions

  • Work in office at Los Angeles HQ with some travel to suppliers and trade conferences

Education:

  • Bachelor's degree in business, legal, or equivalent work experience
  • Procurement certifications desired
  • Project management desired

Expectations:

  • Demonstrated commitment to co-creation and collaborative decision-making
  • Ability to work independently and adapt to changing priorities

The annual base salary range for this position is $115,000.00 - $130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
