Job Description

PayPay's growth is driving a rapid expansion of PayPay product teams and the need for a Technical Program Manager to drive more features to deliver and accelerate further growth. PayPay applies different SDLC methodologies to develop our products, continuously tailoring them aligning the company's strategies to pursue the speed.
A successful candidate will drive the product team's product workup and delivery, as well as foster the advanced agile culture that fits PayPay's speed and scale of the company by establishing a new better PayPay product delivery life cycle.

Main Responsibilities

  • Champion and promote  agile values, principles, and practices within the teams, fostering a culture of continuous improvement.
  • Establish, tailor, and implement SDLC frameworks that align with industry agile best practices and organizational strategies, adapting them to fit the specific product delivery cycle
  • Plan and grow Agile maturity at the team level, while also scaling Agile maturity across the division, ensuring alignment with organizational goals.
  • Drive the successful execution of multiple technical projects, maximizing output and ensuring timely delivery
  • Develop and maintain project plans, tracking progress and managing risk
  • Identify and proactively remove impediments to project progress, enabling the team to achieve optimal performance and productivity
  • Act as a central communication hub for cross functional engineering teams, effectively tracking and reporting project statuses, progress, issues, schedules, and risk to various stakeholders.
  • Facilitate and manage daily and weekly meetings with stakeholders to ensure the highest value output and maintain alignment across teams
  • Foster an environment of collaboration and ensure visibility and transparency between teams, aligning them with the border division objectives
  • Collaborate with other Senior Technical Program managers to share best practices, identify opportunities for improvement, and drive consistency across the organization.
  • Manage and optimize the use of tasks management tools to enhance team efficiency, monitor progress, and support data-driven decision making
  • Manage resource allocation and capacity planning to ensure project success and maintain a sustainable workload for team members
  • Proactively escalate and address issues and roadblocks that may hinder project progress or team performance
  • Collaborate with other Senior Technical Program managers to share best practices, identify opportunities for improvement, and drive consistency across the organization.
  • Stay up-to-date with industry trends, emerging technologies, and best practices in technical program management, applying this knowledge to enhance the team's capabilities and performance

Qualifications

  • Bachelor’s or Master’s degree in Computer Science, Engineering, or related technical field
  • 10+ years of relevant work experience, including 5+ years in technical program management
  • Proven experience in leading organizational transformation initiatives, such as Agile Adoption or process improvement efforts
  • Proficiency in software development methodologies, tools, and process with experience in Agile, Scrum, or Kanban frameworks
  • Knowledge of various programming languages, platforms, and technologies relevant to the organization’s projects
  • Familiarity with system architecture, and best practices
  • Proven ability to lead, manage and successfully deliver complex technical projects with multiple teams and stakeholders
  • Experience in project planning, resource allocation, risk management, and budgeting
  • Proficiency in using program management tools and software such as Jira, Confluence or any related project management tools
  • Excellent written and verbal communication skills, with the ability to effectively convey complex technical concepts to both technical and non-technical stakeholders
  • Strong interpersonal skills, including the ability to build and maintain relationships with team members, cross–functional partners, and senior executives.
  • Demonstrated ability to facilitate meetings, workshops, presentations, ensuring productive and engaging discussions
  • A track record of leading and mentoring teams to achieve their goals, fostering a culture of continuous learning and improvement.
  • Strong problem solving skills, with the ability to analyze complex citations, identify risks and issues and develop effective solutions to address them
  • Demonstrated experience in leading large-scale programs or managing multiple projects simultaneously, with a focus on strategic planning and organizational alignment
  • Adept at managing change and navigating ambiguity in fast-paced, dynamic environments
  • Ability to adapt program management methodologies and practices to suit the unique needs of each project or team
  • Business level of English
  • Strong interest in PayPay Culture

Preferred qualifications

  • Scrum Master Certification such as CSM, A-CMS, CSP-SM or agile related certification such as SAFe, PMI-ACP
  • Business level of Japanese

  • Super Flex Time (No Core Time)
  • In principle, 10:00am-6:45pm (actual working hours: 7h45m + 1h break)

Paid leave

  • Annual leave (up to 14 days in the first year, granted proportionally according to the month of employment. Can be used from the date of hire)
  • Personal leave (5 days each year, granted proportionally according to the month of employment)
    *PayPay's own special paid leave system, which can be used to attend to illnesses, injuries, hospital visits, etc., of the employee, family members, pets, etc.

Salary

  • Annual salary paid in 12 installments (monthly)
  • Based on skills, experience, and abilities
  • Reviewed once a year
  • Special Incentive once a year *Based on company performance and individual contribution and evaluation
  • Late overtime allowance, Work from anywhere allowance (JPY100,000)
    *Payroll payment can be changed to digital salary payment “PayPay Paycheck” for an amount set by you
