Scope of Work:
The Mobile Safety Application Project Manager leads the implementation of a commercial, cloud-hosted Mobile Safety Application across various site locations. This role oversees application configuration, deployment, system integration, training, and operational readiness while serving as the primary liaison between Government stakeholders, vendors, and technical teams to ensure successful delivery of a secure, fully operational platform that meets all contractual requirements, schedule milestones, and performance objectives.
Responsibilities:
- Lead the implementation and deployment of the Mobile Safety Application.
- Serve as the primary point of contact for Government stakeholders, vendors, subcontractors, and project teams.
- Develop and manage project schedules, milestones, risks, budgets, and deliverables.
- Oversee application configuration, custom branding, user provisioning, and multi-campus deployment.
- Coordinate integration with existing emergency notification, public safety, identity management, GIS, and other enterprise systems.
- Manage cloud hosting, platform licensing, CMS administration, API access, and required feature modules.
- Coordinate bilingual (English/Spanish) deployment as required.
- Lead system testing, user acceptance testing (UAT), training, and transition to Full Operational Capability (FOC).
- Ensure compliance with contract requirements, FedRAMP standards, cybersecurity requirements, and DHS SAFETY Act obligations.
- Monitor project performance, resolve risks and issues, and provide regular status updates to Government leadership.
- Support transition activities and project closeout at the completion of the Base Year.
- Performs other duties as assigned.
Minimum Requirements:
- 10+ years of experience managing large-scale federal IT, SaaS, cloud-hosted, or enterprise software implementation projects.
- Experience leading multi-site software deployments for Federal or Department of Defense customers.
- Demonstrated experience managing complex implementation schedules involving multiple stakeholders and vendors.
- Experience deploying cloud-hosted SaaS solutions within FedRAMP-authorized environments.
- Experience managing enterprise software licensing, cloud subscriptions, and vendor deliverables.
- Knowledge of system integration, API connectivity, identity management, and enterprise application deployment.
- Experience leading User Acceptance Testing (UAT), training, and production go-live activities.
- Strong risk management, communication, and stakeholder engagement skills.
- Bachelor's degree in Cybersecurity, Information Technology, Computer Science, Information Systems, or related field; equivalent experience considered.
- Must be able to obtain and maintain required Government security or facility access credentials.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems.
- Must be able to maintain the ability to access the government worksite.
- Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Preferred Qualifications:
- Project Management Professional (PMP) certification.
- Experience implementing mobile safety, emergency notification, mass notification, or public safety applications.
- Experience supporting CDC, HHS, DHS, DoD, or other Federal civilian agencies.
- Knowledge of NIST RMF, FedRAMP, ATO, and Federal cybersecurity compliance.
- Experience coordinating bilingual technology deployments.
- Familiarity with DHS SAFETY Act requirements.
- Experience integrating SaaS platforms with emergency management, GIS, identity management, and notification systems.
Physical Demands / Work Environment:
- Primarily office-based with periodic travel to customer and project sites.
- Must be able to conduct field visits, navigate active work environments, and work extended hours as required to support mission needs.
- Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
