Vice President of GWAC/IDIQ PMO
Copper River Strategies is seeking a strategic and results-driven Vice President of the GWAC/IDIQ Program Management Office (PMO) to lead and scale our portfolio of federal contract vehicles, including Government-Wide Acquisition Contracts (GWACs) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts. This executive will oversee all aspects of program governance, delivery excellence, and customer engagement for multi-million dollar federal programs, ensuring consistent high performance and compliance across the portfolio.
Responsibilities (Include but are not limited to):
- Lead the strategic vision, execution, and growth of the GWAC/IDIQ PMO.
- Drive identification and pursuit of task orders and contracts across the Copper River enterprise.
- Develop and maintain standardized PMO processes, reporting frameworks, and best practices aligned with federal acquisition and contract compliance requirements (e.g., FAR, DFARS).
- Partner with Operation Groups, Business Development and Capture teams to drive pipeline growth and successful contract execution.
- Serve as executive liaison with key government customers, subcontractors, and internal stakeholders.
- Monitor and report on financial performance, schedule adherence, quality, and risk across all GWACs and IDIQs.
- Ensure timely and compliant delivery of all program deliverables, modifications, and re-competes.
- Drive continuous improvement, performance metrics, and scalability across the PMO.
Essential Job Qualifications:
- Education:
- Bachelor's degree in Business, Engineering or a related field; Master's or MBA preferred.
- PMP Certification or equivalent strongly preferred.
- Required Experience/Skills:
- Minimum 15 year's experience in federal contract management, with at least 10 years in executive-level program management or PMO leadership.
- Proven success managing large scale federal GWACs and IDIQ vehicles (e.g., GSA MAS, Alliant, SEWP, CIO-SP3, OASIS).
- Deep knowledge of federal acquisition regulations (FAR/DFARS) and procurement cycles.
- Exceptional leadership, communication, and relationship management skills.
- Ability to obtain or maintain a secret clearance if required.
- Preferred Qualifications:
- Experience working with federal, civilian and DoD agencies.
- Experience working with Alaska Tribal and Native owned organizations.
- Technical or engineering background relevant to IT services, cybersecurity, or systems integration.
- Familiarity with tools such as MS Project, Earned Value Management Systems (EVMS), Salesforce, and SharePoint.
