The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Sr. Director, Games Time Workforce and Volunteers:
The Senior Director, Games Time Workforce and Volunteers is a critical role on the People Management team, with a core focus on Games preparation and delivery and the creation of an impactful and exciting Volunteer program. Reporting to the SVP, HR, this role is responsible for Games time and venue-based workforce planning, workforce services, and management, as well as supporting the creation and execution of the Volunteer program for LA28. This role will work closely with other functional areas across the organization, as well as other key internal and external stakeholders, to create and deliver an exceptional Olympic and Paralympic Games.

Key Responsibilities:
- Direct and administer the Games Time Workforce strategy and support the mobilization of paid staff, contractor workforce, and volunteers to venue-based roles
- Lead and manage contractor integration efforts including RFP processes, relationship management, labor pool assessments, etc.
- Facilitate and enable reward and recognition programs to support Games Time Workforce operations, including for paid staff, volunteers, contractors
- Develop and implement workforce planning assumptions and guidelines for use in overall workforce planning and venuization exercises
- Create and validate entitlements matrices that drive staffing levels and service delivery at Games Time
- Plan and develop the Volunteer vision and proposition for the Games
- Drive the development of the Volunteer program branding, marketing and ‘look’
- Develop and implement a mass recruitment campaign for all generalist and specialist volunteers
- Develop and implement inclusive recruitment strategies for volunteers and the Games Time workforce to ensure diverse representation across all roles, including outreach to underrepresented communities.
- Develop and implement the selection policy, process (including strategic guidance for the development of the volunteer application form), tools (online and offline) to support Volunteer program mobilization
- Manage Volunteer operations, including but not limited to any Volunteer selection centers
- Foster an equitable and accessible volunteer experience by implementing inclusive selection, onboarding, and training practices that accommodate individuals of all backgrounds, including people with disabilities and multilingual volunteers.
- Develop and implement modeling, tracking and reporting tools and processes to support the management of Volunteer offers and Volunteer assignments to meet forecasted demand as it evolves through workforce planning and venuization
- Manage and support the assignment of Volunteers
- Work with workforce systems and technology team/s to ensure the development and implementation of Games Time Workforce systems to meet the needs of Games Time workforce, including the Volunteer program, to enable key milestones such as Volunteer recruitment and Games Time role assignments
- Provide strategic and operational guidance for other Games Time workstreams such as accreditation and uniforms within the PEM team
- Manage key internal stakeholder relationships (e.g. workforce planning, uniforms, training, communications and engagement, marketing, technology) and external stakeholder relationships (e.g. local volunteering organizations, community partnerships)
- Other duties as assigned
Background & Qualifications:
- 10 yrs prior experience in global live event delivery
- 10 yrs extensive workforce/demand planning experience
- Bachelor’s degree (or equivalent) required
- Master’s degree (or equivalent) strongly preferred
- Extensive experience working with paid, volunteer, and contingent workforces in the live event context
- Deep understanding of and experience with developing, planning, and managing large scale Volunteer programs
- Demonstrated commitment to and champion of Diversity, Equity, Inclusion, and Belonging (DEIB)
Physical Requirements and Working Environment:
- Working in an open office environment, on-site 4-5 days per week
- Sitting/Standing: Ability to sit or stand for extended periods while working at a desk or computer.
- Manual Dexterity: Proficiency in typing and using office equipment, including computers, printers, and phones.
Expectations:
- Subject matter expertise in large scale workforce planning and Games Time management
- Experience with and expertise in volunteer program development, management, and delivery
- Excellent analytical skills; capable of identifying and prioritizing issues and providing creative and pragmatic solutions.
- Strong project and time management skills and ability to manage and prioritize changing workloads to meet deadlines.
- Consistently able to make sense of complex and sometimes contradictory information to effectively address challenges
- Consistently able to adapt approach and demeanor in real time to match the shifting demands of different situations.
- Positive, team-oriented, and collaborative attitude.
- High level of personal integrity and professional ethics; ability to maintain confidentiality.

The annual base salary range for this position is $175,000.00 - $200,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
