The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

NCS Services and Operations Manager
The Team: The National Olympic and Paralympic Committee Service (NCS) Team’s aims is to engage, empower, and support 206 National Olympic Committees (NOCs) and 183 National Paralympic Committees (NPCs) in the preparation and planning of the most seamless, innovative, and engaging Games experience ever for their athletes, team officials, and delegation members.
NCS is organized into two key workstreams: Relations & Planning and Services. These two workstreams create a trusted and impactful client-centered cross-functional team which delivers the opportunities, channels, and support required for NOCs and NPCs to successfully engage with LA28, and to prepare to bring their athletes and delegations to the LA28 Olympic and Paralympic Games.
The NCS team also is charged with the creation and management of a range of critical programs and services in accordance with LA28, IOC, and IPC guidelines in the lead-up to and throughout the Games-time period including workshops, seminars, communication strategies, reporting, and operation centers.
The NCS Services and Operations Manager will play a critical role within the LA28 NCS team, reporting directly to the Director of NCS while overseeing the effective and efficient operations and service delivery of the NCS team.
This role will be charged with working cross-functionally with the centralized Games Planning team as well as key business operations Functional Areas (FAs) such as communications, marketing, technology, event services, workforce management, and more to establish and implement NCS services and operations.
This role will be heavily focused on delivering the NCS global engagement strategy and supporting the implementation of day-to-day business operations across the NCS team. This includes the execution of the pre–Games Communications plan, resource and tools creation, NCS Games readiness activities, content generation, and the leading NCS Pre-Games event delivery.
During the Olympic and Paralympic Games, this role will be essential to the delivery of the NCS Operations Center and key Games-time programming such as the NCS Operations Center, NOC/NPC Assistants program, Chef de Mission meetings, and more.
Key Responsibilities:
NCS Services & operations
- Cultivate and maintain trusted, transparent, and authentic relationships with all NCS stakeholders including NOCs, NPCs, IOC, IPC, LA28 FAs, and Games delivery partners.
- Serve as the event management lead for all NCS Pre-Games events and meetings (i.e., Open Days and Chef de Mission Seminars), liaising with NOC/NPC Relations & Planning, internal FAs, external partners, and others on the participation and distribution of post-event follow-ups and reports.
- Implement tools to support innovative and efficient delivery of NCS events including registration platforms, engagement tools, and event management services.
- Support client and LA28 discovery meetings, presentations, and planning sessions to support the capture and consolidation of key information and trends in NOC/NPC planning.
- Support the production of key documents, policies, and client informational resources, and manage the distribution of those resources to clients in a timely, consistent and coordinated manner.
- Manage and monitor the delivery of timely, impactful, and robust NOC/NPC communications plans and content in collaboration with the NCS Relations & Planning teams and LA28 FAs.
- Manage the evolution of the NCS communications and engagement platforms including LA28 NOC and IPC extranets, newsletters, seminars, and more.
- Ensure proactive information sharing and coordinated delivery of resources across relevant LA28 Functional Areas (FAs) and partners.
NCS operations center (Games-Time)
- Coordinate the design, planning, and implementation of the NCS Operations Center.
- Collaborate closely with the NCS Relations and Planning team and relevant FAs to ensure the services and operational plans of the NCS Operations Center facilitating a collaborative, solution-oriented, and client-centered approach.
- Play a lead role in the delivery of the NCS Operations Center Games-time operations including Chef de Mission meetings, workforce planning, scheduling, and rostering.
- Manage and/or support the delivery of key NCS Games time programs such as the NOC/NPC Assistants program.
NCS Team and Administration:
- Cultivate an inclusive, transparent, honest, and welcoming working environment.
- Manage status tracking and reporting tools reflecting progress on NOC/NPC, and LA28 FA milestones and deliverable status.
- Support the development of budgets and projects plans with well researched and validated project requirements and planning assumptions.
- Contribute to the design and implementation of core team processes and procedures.
- Contribute to the design and implementation of tools to support NCS team operations across relations, planning, services and operations.
- Support the recruitment process for NCS Operations and Services roles within assigned region.
- Support the NCS growth strategy, onboarding process, and day-to-day leadership of the NOC/NPC Services & Operations team.
Background & Qualifications:
Required Experience:
- Experience in managing large cross-functional projects or programs.
- Experience leading the coordination and delivery of complex meetings or events; major event or sport experience preferred.
- Experience in the generation of information resources, guides, training, and other materials relevant to client onboarding or education.
- Experience overseeing the delivery of highly effective communication/client-engagement plans and platforms.
- Experience working in an environment that deals with multiple stakeholders, both internal and external.
- Demonstrated experience leading and managing project or event operational teams.
Required Expertise
- Strong project and event management technology expertise; with fluency in Microsoft Office suite, SharePoint, Qualtrics, Event Management software or others.
- Proven project/program management skills dealing with a strong attention to detail, organization, sense of accountability, and discernment.
- Business operations including resource, risk, timeline, and budget management.
- Strong communication, facilitation and, team building skills.

Physical Requirements and Working Conditions

Position Requirements:
Education/Training/Certifications:
- Bachelor’s degree or equivalent required
- Project Management certifications are a plus
- Multilingual (English as primary working language; fluent written and spoken French, Spanish or other languages a plus)
- Experience with event or project management software, data analytics and reporting tools a plus

The annual base salary range for this position is $115,000.00 - $130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
