Cost Analyst
OPS Consulting is seeking a Cost Analyst to work in Laurel, MD.
Job Description:
The Cost Analyst will analyze business and financial data to obtain a quantitative rational basis for key decision making. This will be performed through the application of modeling and measuring techniques, mathematics, economics, statistical analysis, and engineering methods. The Cost Analyst will employ the analytic process to define the problem, develop model and tools, test hypotheses, and provide solutions and/ or alternatives to decision makers based on sound, scientific, and quantitative information. Additionally, the Cost Analyst will support financial management through cost estimating and analysis activities to include (life cycle cost estimate development, analysis of alternatives, business case analysis, risk research, and analysis, and schedule realism assessment).
Responsibilities:
- Monitor and report on the following activities: data collection, data development and maintenance, cost estimating methods development, and cost model development including risk analysis.
- Maintain and update the cost infrastructure to include a library of cost related documents, legacy cost estimates, cost models and tools.
- Develop life cycle cost estimates in support of Government cost estimates, cost analyses, budgetary support activities, trade studies, source selections, and other special studies and associated documentation.
- Collect, organize, normalize, analyze, and document cost, technical, and programmatic data.
- Assist in the methods development, data collection effort, and documentation to include configuration control (ex. Time, date, and version) of all documentation and deliverables.
Required Skills:
Level 2: Three (3) years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience). A BS/BA degree with 18 semester hours in quantitative analysis courses.
Level 3: Five (5) years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience). Demonstrating progressively more responsible assignments and has managed or provided overall direction and leadership for the preparation of cost estimates/ analysis. A BS/BA degree with 18 semester hours in quantitative analysis courses. Society of Cost Analysis (SCEA) certified, or Five (5) additional years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience).
Level 4: Ten (10) years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience). Demonstrating progressively more responsible assignments and has managed or provided overall direction and leadership for the preparation of cost estimates and/ or cost research projects. A BS/BA degree with 18 semester hours in quantitative analysis courses. Society of Cost Analysis (SCEA) certified, or Five (5) additional years of acquisition cost analysis experience (excluding EVM experience and cost performance report analysis experience).
Security Clearance:
- A current government clearance, background investigation, and polygraph are required.

Pay Range: $49,996.80 - $290,004.00
Pay ranges are a general guideline and not intended as a guaranteed and/or implied final compensation or salary for this job opening. Determination of official compensation or salary relies on several different factors including, but not limited to: level of position, complexity of job responsibilities, geographic location, work experience, education, certifications, Federal Government contract labor categories, and contract wage rates.
