Position Overview
Arlo Solutions is seeking a highly skilled Senior Business Analyst to support the Internal Revenue Service (IRS) Deputy Chief Information Officer (DCIO) of Strategy & Modernization. This role is pivotal in analyzing and enhancing business processes to improve the IRS's IT infrastructure, customer service, enforcement, and taxpayer information security. The successful candidate will focus on optimizing processes in alignment with the Inflation Reduction Act (IRA) Strategic Operating Plan.

Job Responsibilities and/or Success Factors
- Analyze current delivery processes, operations, and policies to identify opportunities for improvement.
- Support the implementation of process and policy enhancements to improve efficiency.
- Design and develop a product-and-platform operating model for IT, including a proof of concept and final version.
- Conduct market research and stakeholder interviews to gather insights for process design.
- Assist in developing and maintaining program management plans and schedules.
- Support risk identification and the implementation of mitigation plans.
- Facilitate the development and tracking of IT performance and business value metrics.
- Conduct stakeholder impact assessments to identify the effects of process changes.
- Support communication and organizational readiness activities to ensure successful adoption of new processes.
- Provide inputs for executive communications and briefings in alignment with the Communications Strategy & Plan.
Education and Minimum Qualifications
- Minimum of 8 years of experience in business process analysis and improvement
- Bachelor’s degree in business administration, Information Systems, or related field
- Advanced certification in business process management preferred (e.g., CBAP, Six Sigma)
- Experience in process modeling, requirements gathering, and documentation
- Demonstrated experience in federal IT modernization initiatives
- Strong analytical and problem-solving capabilities
- Experience with organizational assessment and change management
