Position Description:
Provides expert guidance to CI&LE Directorate seniors and staff on DoD CI policy development, strategic planning, mission management, functional integration, and internal Directorate operations. Develops, revises, and staffs CI policy issuances for the informal, formal and signature processes. Ensures comments are properly adjudicated and promulgated within the provision of the Office of the Director, Administration and Management (ODA&M) guidelines and timeliness standards for DoD Policy directives and instructions.
Works with senior CI&LE Directorate personnel to perform CI policy oversight inspections for all DoD components with an organic CI capability and prepares written reports on the results of these inspections. Identifies CI best practices to improve overall efficiency and effectiveness of the DoD CI enterprise, and monitors components efforts to address identified deficiencies to become policy compliant. Research and drafts responses to questions related to DoD CI issues for senior DoD officials and other DoD stakeholders. Prepares and coordinates staff actions, information papers and official memorandums for distribution within DoD and the Intelligence Community.

Responsibilities and/or Success Factors:

Minimum Qualifications Including Certificates:
- Bachelor’s Degree
- Demonstrated knowledge of FBI and of agreements between the FBI and the Department relating to CI activities.
- 2 years of experience working within or closely with Army CI, the Air Force Office of Special Investigations, or the Naval Criminal Investigative Service relating to the CI mission is preferred.
- 5 years of experience in implementing and overseeing CI policy programs and experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff.
- 3 years of experience conducting the CI functions of Investigations, Operations, Collection, Analysis and Production and Functional Services within the Department and have an expert knowledge of all Departmental issuances governing the conduct of these CI functions.
Desired Qualifications:
- Experience with OUSD(I&S) is preferred
