Position Description: 

The Staff Officer SME V will provide daily operational support and in-depth strategic expertise for the development of operations security (OPSEC) policies, processes, and advisory services. This senior-level position requires extensive experience in special programs oversight, strategic planning, and coordination within the Department of Defense or the Intelligence Community, with demonstrated ability to coordinate and de-conflict complex issues across organizational boundaries.

Responsibilities and/or Success Factors:

  • Support the oversight and advocacy of OPSEC Programs across the DoD enterprise 
  • Provide input to briefings, staff summary sheets, information memoranda, action memoranda, and OPSEC Reports in accordance with DoDM 5110.01, Vol 1 
  • Participate in and contribute to policy development, strategy, and compliance meetings relevant to OPSEC 
  • Develop methods to provide oversight and generate data to evaluate OPSEC effectiveness 
  • Periodically review OPSEC training curriculum designed for OPSEC practitioners to ensure minimum relevant training requirements are being met 
  • Represent the OPSEC Division at key OSD and interagency-level meetings 
  • Prepare briefs and presentations, and solicit input from OUSD(I&S) staff personnel for read-ahead/background information and point papers 
  • Initiate and closely manage coordination and collaboration of DoD Component and interagency actions to facilitate DoD decisions on requests for DoD OPSEC support 
  • Apply expertise in DoD OPSEC policy to analyze and assess requests for DoD OPSEC policy support that meets the criteria in DoD Directive 5205.02 
  • Support implementation of DoD OPSEC Program standards and assessment criteria 
  • Support DoD OPSEC Program compliance and staff assistance program implementation 
  • Support execution of the DoD OPSEC Program assessment framework and periodic status reports 
  • Support identification, documentation, and prioritization of DoD OPSEC Program capability, capacity, and readiness gaps

 

Minimum Qualifications Including Certificates:

  • Master’s Degree from an accredited university 
  • Active Top Secret / SCI clearance 
  • Fifteen (15) years of experience directly related to special programs oversight, strategic planning, and coordination within the Department of Defense or the Intelligence Community 
  • Demonstrated experience coordinating and de-conflicting complex issues across the DoD and Non-Defense Federal Departments and Agencies (NDFDAs) 
  • Proven ability to advise senior DoD leadership on critical issues 
  • Experience providing program-specific technical and administrative guidance and developing security and policy recommendations 
  • Demonstrated ability to liaise with interagency partners and coordinate programmatic policy and practices 
  • Experience developing and implementing strategic guidance to manage complex security issues 
  • Excellent presentation skills and ability to deliver well-considered policy and management advice to executive-level decision makers 
  • Comprehensive knowledge of DoD security policies, procedures, and requirements 
  • Expert knowledge of OPSEC principles, methodologies, and implementation strategies 
  • Exceptional writing, communication, and interpersonal skills 
  • Strong program management and organizational abilities
