HR Specialist II
COHO Consulting Group is seeking a highly skilled and experienced HR Specialist II to join our team supporting our Washington Headquarters Services (WHS) Human Resources Directorate (HRD) Hiring Support Services program. The ideal candidate will have a strong background in Federal HR, with at least 5 years of progressively responsible experience, including expertise in Federal recruitment processes. This position will require a high level of proficiency in HR automated systems such as USA Staffing and a Delegated Examining Certification to certify job announcements and candidate selections. The role offers the flexibility of remote work and is part of a dedicated HR team committed to providing quality services in the staffing process.
Responsibilities (include but are not limited to):
- Oversee and manage the full-cycle staffing process for Federal positions, including preparing and certifying job announcements, evaluating candidate qualifications, conducting interviews, and managing selections.
- Utilize Delegated Examining Certification to certify job announcements and candidate selections in compliance with Federal HR regulations.
- Work with HR leadership and hiring managers to develop staffing strategies and define recruitment needs for Federal positions.
- Leverage HR automated systems (primarily USA Staffing) to track candidate progress, post job announcements, and maintain records of staffing actions.
- Provide expert guidance on Federal HR policies and procedures related to recruitment, staffing, and selection.
- Maintain accurate and complete records of staffing actions, ensuring that all documentation is compliant with Federal regulations and agency policies.
- Collaborate with other HR team members to continuously improve staffing processes and efficiency.
- Stay current with changes in Federal HR policies, laws, and best practices to ensure the organization remains in compliance and up to date with industry standards.
Essential Job Requirements:
- Clearance:
- Must possess a Secret security clearance or eligible to obtain one.
- Education/Certifications:
- Bachelor’s degree in Human Resources Management or a related field such as Business Administration, Organizational Development, Human Resources Development, or Organizational Psychology.
- Delegated Examining Certification and the ability to certify job announcements and candidate selections.
- Required Knowledge/Experience:
- A minimum of 5 years of experience in Federal HR, with at least 4 years focused specifically on Federal talent acquisition and staffing.
- Proven administrative skills with demonstrated experience using HR automated systems, particularly USA Staffing.
- Preferred experience with DCPDS (Defense Civilian Personnel Data System).
- In-depth understanding of Federal staffing and recruitment processes, including knowledge of relevant laws, regulations, and policies.
- Strong communication and interpersonal skills, with the ability to interact effectively with hiring managers, candidates, and team members.
- Ability to manage multiple staffing projects simultaneously while adhering to deadlines and regulatory requirements.
