Pay Rate: $125,000 - $140,000


About the Role 

The Deputy Program Manager supports the Program Management Office and is primarily responsible for the day-to-day oversight of operations and facilities maintenance activities. This position supports the Program Manager in the overall lifecycle management, contract execution, and successful delivery of services in accordance with customer requirements, contractual obligations, and company standards.

 

What You'll Be Doing

  • Lead day-to-day operations and facilities maintenance activities, ensuring services are performed safely, efficiently, and in accordance with contractual requirements and performance standards.
  • Assume full responsibility for contractor personnel, operations, and service delivery in the absence of the Program Manager.
  • Oversee preventive and corrective maintenance activities, ensuring work is properly prioritized, resourced, scheduled, and completed on time.
  • Ensure contract performance complies with company policies, government regulations, safety requirements, and contractual obligations.
  • Develop, monitor, and track operational performance metrics, service levels, and goals aligned with customer expectations.
  • Lead and participate in daily operations meetings, status reviews, and customer engagements, serving as a key operational point of contact.
  • Coordinate with supervisors, leads, and technical personnel to prioritize work, allocate resources, and resolve operational issues.
  • Monitor maintenance and operational performance, identify areas for improvement, and implement corrective actions and process efficiencies.
  • Support contract modifications, changes, and operational adjustments to meet evolving customer and mission requirements.
  • Assist with budget oversight, cost control, workforce planning, and resource management to ensure efficient use of labor, materials, and other resources.
  • Partner with union leadership and workforce representatives to administer the Collective Bargaining Agreement (CBA) and maintain effective labor relations.
  • Provide supervisory oversight of personnel, including workforce planning, scheduling, performance, and day-to-day workforce management.
  • Ensure compliance with applicable safety programs, procedures, and regulatory requirements across all maintenance operations.
  • Serve as a primary operational liaison between the workforce, company leadership, and customer to ensure effective communication and seamless service delivery.

What We're Looking For

  • Minimum of five (5) years of experience managing facilities maintenance operations, including preventive and corrective maintenance across multiple building systems such as HVAC, electrical, and plumbing.
  • Experience leading multi-trade teams and managing work order systems, such as CMMS or Maximo, preferably within a government or Base Operations Support (BOS) contract environment.
  • Minimum of five (5) years of relevant experience managing services on contracts of similar size, scope, type, and complexity, including specialized experience managing multi-function base operations, unaccompanied housing, or facilities management programs.
  • Strong working knowledge of the Service Contract Act (SCA), Collective Bargaining Agreements (CBA), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Time & Materials (T&M) contracts.
  • Bachelor’s degree in accounting, business management, or a related field preferred.
  • Project Management Professional (PMP) certification preferred.
  • Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook; experience with Maximo or other work order management systems preferred.
  • Strong written, verbal, interpersonal, and organizational skills.
  • Ability to obtain and maintain access to the government worksite.
  • Valid state-issued driver’s license and a safe driving record in accordance with company policy, with the ability to operate company vehicles or equipment as required.

Physical Demands & Work Environment

  • Ability to sit or stand for extended periods while working at a computer or desk.
  • Frequent use of hands for typing, data entry, and handling paperwork.
  • Primarily office-based work with regular site visits, field inspections, and interaction with maintenance personnel and active work sites.
  • Ability to work outdoors in varying weather conditions and safely navigate active work sites as required. Duties may include standing, walking, bending, climbing, and other physical activities for extended periods while wearing required personal protective equipment (PPE).
  • Ability to work on-call, alternate, extended, weekend, and holiday schedules as required to support mission and contract requirements.

US Pay Range

$125,000 - $140,000 USD
