Strategic Sourcing Manager

San Mateo, CA or San Diego, CA (Hybrid)

The Strategic Sourcing Manager – IT & Technology is responsible for leading strategic sourcing and category management for IT hardware, software, cloud services, telecommunications, and other technology spend. This role will focus on optimizing value, managing supplier relationships, and ensuring compliance with company policies and industry standards. The Strategic Sourcing Manager must have experience with e-sourcing tools, spend analytics, and category management principles. A key part of this role is collaborating cross-functionally with departments such as Legal, InfoSec, Privacy, Finance, IT, and Compliance to ensure all vendors meet the necessary regulatory, security, and contractual requirements.

Responsibilities: 

  • Strategic Sourcing for IT & Technology:
    • Develop and implement category management and strategic sourcing strategies for IT categories, including hardware, software, cloud services, telecom, and other technology services.
    • Utilize e-sourcing tools to manage supplier selection, facilitate competitive bidding, and streamline sourcing workflows.
    • Conduct market research to stay informed of industry trends, emerging technologies, and competitive pricing.
  • Category Management:
    • Develop category strategies that align with long-term business goals and deliver cost savings and operational efficiency.
    • Leverage spend analysis to drive strategic sourcing decisions and improve supplier performance.
    • Implement and manage category management processes to optimize supplier value and mitigate risks.
  • Vendor and Supplier Management:
    • Identify, evaluate, and select suppliers, establishing strong relationships with key technology vendors.
    • Monitor supplier performance using key performance indicators (KPIs), ensuring compliance with quality, delivery, and cost expectations.
    • Develop supplier risk management strategies and ensure continuity of supply for critical IT categories.
  • Contract Negotiation and Management:
    • Lead contract negotiations for IT and technology services, ensuring favorable pricing, terms, and conditions that align with category strategies.
    • Collaborate with Legal, InfoSec, Privacy, and IT teams to ensure all contracts meet data privacy, cybersecurity, and compliance standards.
    • Proactively manage contract renewals, ensuring terms are renegotiated to benefit the company.
  • Cost Optimization and Spend Analysis:
    • Use spend analytic tools to perform detailed spend analysis and identify cost-saving opportunities, supplier consolidation, and process improvements.
    • Collaborate with Finance and IT teams to track budgets, manage technology spend, and forecast future requirements.
    • Drive continuous cost optimization efforts while maintaining service quality and performance.
  • Cross-functional Collaboration:
    • Collaborate with Legal, InfoSec, Privacy, Finance, IT, Compliance, and other teams to ensure new and existing vendors adhere to relevant regulatory, security, privacy, and contractual requirements.
    • Work closely with stakeholders to align procurement strategies with business goals and ensure a seamless vendor onboarding and management process.
    • Lead cross-functional category teams to implement and execute sourcing projects such as digital transformation and cloud migration.
  • Process Improvement and Automation:
    • Leverage Source to Pay platform to improve efficiency and effectiveness across sourcing processes.
    • Continuously evaluate procurement practices and implement best practices for category management and compliance.
  • Technology Lifecycle Management:
    • Support IT in managing the lifecycle of technology assets, ensuring that procurement aligns with lifecycle management strategies and sustainability initiatives.
    • Negotiate contracts for the disposal or decommissioning of obsolete technologies, where applicable.

Qualifications:

  • Bachelor’s degree in Supply Chain Management, IT, Business Administration, or a related field (Master’s degree preferred).
  • 5+ years of experience in IT sourcing, procurement, or category management with a focus on technology spend.
  • Hands-on experience with e-sourcing tools, spend analytic tools, and procurement systems.
  • Strong understanding of category management principles and their application to IT procurement.
  • Proven experience negotiating and managing complex IT contracts and vendor relationships.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to collaborate cross-functionally with departments like Legal, InfoSec, Privacy, IT, and Compliance to ensure adherence to all relevant requirements.

At SIE, we consider several factors when setting each role’s base pay range, including the competitive benchmarking data for the market and geographic location.

Please note that the base pay range may vary in line with our hybrid working policy and individual base pay will be determined based on job-related factors which may include knowledge, skills, experience, and location.

The estimated base pay range for this role is listed below.

$135,400 - $203,200 USD
