OFF Functional SME

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking an Oracle Federal Financials Functional Subject Matter Expert (SME) to support a mission-critical federal financial management system for a federal client. The Functional SME will support daily operations, maintenance, and enhancements with a focus on user support, incident analysis, functional requirements, backlog reduction, business process improvement, and functional impact analysis.

This is a functional role. No technical development, DBA, coding, or infrastructure expertise is required. The ideal candidate understands federal financial business processes and has hands-on experience supporting Oracle Federal Financials modules, including:

  • Budget/Funds Management
  • Accounts Payable
  • Accounts Receivable
  • Purchasing
  • Loans

The candidate will also support the following business processes:

  • Budget to Report
  • Procure to Pay
  • Financial Reporting
  • Month-End, Quarter-End, and Year-End Closing
  • Loans
  • Insurance to Collection

Key Responsibilities

Operations & User Support

  • Support day-to-day operations and maintenance for Oracle Federal Financials modules in a federal financial management environment.
  • Provide functional support to end users by analyzing service tickets, incident reports, business process questions, transaction issues, and system behavior.
  • Support Tier 1 incident intake by reviewing reported issues, validating symptoms, gathering relevant business information, and determining whether the issue requires functional resolution, user guidance, configuration review, or escalation.
  • Document incident details, user impact, business process context, root cause, workaround steps, resolution recommendations, and follow-up actions in the client’s issue tracking system.
  • Support timely resolution of issues affecting budget execution, procure-to-pay, accounts payable, accounts receivable, loans, reporting, reconciliations, and close-cycle activities.
  • Work directly with client business users to understand issues, clarify requirements, explain system functionality, and support business process execution.
  • Analyze recurring incidents and recommend process improvements, user guidance, documentation updates, training needs, or functional enhancements.

Backlog Management

  • Support reduction of outstanding service tickets and change request backlogs by reviewing, classifying, prioritizing, and resolving aging items.
  • Participate in backlog review sessions with client stakeholders, project leadership, and other team members.
  • Assess backlog items based on business impact, urgency, audit relevance, operational risk, user priority, complexity, and readiness for action.

Requirements & Documentation

  • Gather, document, and validate functional requirements for approved enhancements, fixes, reports, workflow changes, interface-related business needs, and process improvements.
  • Conduct business process walkthroughs and requirements sessions with users across financial management process areas.
  • Prepare functional documentation including business requirements, functional designs, process flows, meeting notes, decision logs, options analyses, and user acceptance criteria.
  • Support functional analysis for Oracle Federal Financials modules: Budget/Funds Management, Accounts Payable, Accounts Receivable, Purchasing, and Loans.
  • Support business processes such as budget execution, procure-to-pay, invoice processing, collections, receivables, loan accounting, loan servicing, financial reporting, reconciliations, and month-end, quarter-end, and year-end close.

Qualifications

  • 5+ years of hands-on functional experience supporting Oracle Federal Financials (Oracle EBS or Oracle Fusion) in a federal agency environment.
  • Demonstrated experience with one or more of the following modules: Budget/Funds Management, Accounts Payable, Accounts Receivable, Purchasing, or Loans.
  • Strong understanding of federal financial management business processes, including Budget to Report, Procure to Pay, financial reporting, and period-end close.
  • Experience providing Tier 1/Tier 2 functional support, analyzing incident reports, and triaging issues in a structured ticketing system.
  • Ability to gather and document functional requirements, write business process flows, and prepare user acceptance criteria.
  • Strong verbal and written communication skills; able to translate technical system behavior into clear guidance for end users and stakeholders.
  • Experience working in a client-facing role within a federal consulting or systems integrator environment.
  • Active or ability to obtain a federal security clearance as required by the client.

Nice to Have

  • Experience supporting Export-Import Bank (EXIM) or similar federal credit/lending agency financial operations.
  • Familiarity with Insurance to Collection and Loans business processes within Oracle Federal Financials.
  • Experience with JIRA, ServiceNow, or similar issue tracking and backlog management tools.
  • Knowledge of federal financial management standards including OMB Circular A-123, USSGL, and FASAB guidance.
  • Experience facilitating UAT sessions and coordinating with technical teams on system enhancements.
  • Oracle Federal Financials or Oracle EBS certification.

  • Ability to obtain and maintain a federal Public Trust (suitability) clearance
  • Must be able to pass a federal background investigation
