At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking an Oracle Federal Financials Developer to support a mission-critical federal financial management system for a federal client.

The Developer will support System Operations, Maintenance, and Enhancements (OM&E), with a focus on production support, incident resolution, change request development, Agile delivery, release management, interface support, QA testing, audit documentation, disaster recovery support, and cloud-hosted Oracle E-Business Suite operations.

The ideal candidate has hands-on Oracle E-Business Suite and Oracle Federal Financials development experience, including RICEW development, PL/SQL, concurrent programs, interfaces, reports, workflows, APIs, data fixes, and production troubleshooting. Experience with federal financial interfaces, Contract Management System integration, travel system integration, invoice processing, procurement, Treasury-related processes, and AWS-hosted environments is highly preferred.

Key Responsibilities

Development & Technical Artifacts

  • Develop and maintain Oracle Federal Financials RICEW components, including reports, interfaces, conversions, extensions, workflows, concurrent programs, request sets, PL/SQL packages, SQL scripts, shell scripts, and related technical artifacts.
  • Work with functional SMEs and business analysts to translate functional requirements into technical designs, impact analyses, development tasks, and testable solutions.
  • Document technical findings, root cause analysis, workaround steps, permanent fixes, test results, and deployment notes in the client's issue tracking system.
  • Develop or modify interface logic, validation routines, exception reports, reconciliation reports, alerts, and data correction scripts as approved.
  • Identify opportunities to improve automation, reduce recurring incidents, strengthen interface monitoring, improve reconciliation, reduce manual workarounds, and stabilize production operations.

Module & Business Process Support

  • Support Oracle Federal Financials modules and related business processes, including Budget/Funds Management, Accounts Payable, Accounts Receivable, Purchasing, General Ledger, and Loans.

Release & Change Management

  • Support change and configuration management by ensuring all code changes, configuration-related technical changes, and deployment artifacts follow client-approved processes.
  • Support monthly planned releases and urgent one-off releases by developing fixes, validating code, supporting QA and UAT, preparing deployment packages, and assisting with post-release validation.

Interface & Integration Support

  • Support Contract Management System (CMS) integration with Oracle Federal Financials, including commitments, obligations, purchase orders, awards, modifications, receipts, invoices, suppliers, accounting, and reconciliation-related data flows.
  • Analyze CMS-related interface issues, rejected transactions, missing or incorrect mappings, contract data issues, obligation discrepancies, and downstream processing errors.
  • Troubleshoot and support system integrations, including ConcurGov, ETS, ETSNext, Go.Gov, and similar federal travel systems that interface with Oracle Federal Financials.
  • Support federal interfaces and data exchanges involving Treasury, procurement, Invoice Processing Platform, HR/payroll, reporting, Data Act, GTAS, IPAC, G-Invoicing, and similar federal systems.

QA & Testing

  • Support QA testing by preparing unit test scripts, executing technical tests, resolving defects, supporting regression testing, and assisting with integration and UAT cycles.
  • Conduct positive, negative, regression, interface, and post-release validation testing for defects, enhancements, patches, and interface changes.
  • Support Oracle E-Business Suite patching, upgrade testing, browser testing, COTS updates, security patches, and regression validation.

Infrastructure & Operations

  • Support annual Disaster Recovery and Continuity of Operations exercises by assisting with technical validation, application readiness, interface testing, recovery verification, issue documentation, and post-exercise remediation.
  • Support OM&E activities within a cloud-hosted infrastructure environment, including coordination with AWS, infrastructure, DBA, and security teams.

Qualifications

  • 7+ years of Oracle E-Business Suite development experience.
  • Strong experience with PL/SQL, SQL, Oracle APIs, concurrent programs, request sets, reports, interfaces, extensions, workflows, and production troubleshooting.
  • Experience developing, maintaining, and supporting RICEW components in Oracle E-Business Suite.
  • Experience supporting production incidents, service tickets, defect resolution, root cause analysis, and break/fix development.
  • Experience preparing technical design documents, impact analyses, unit test results, deployment instructions, rollback plans, and release documentation.
  • Experience supporting formal change management, configuration management, version control, QA, UAT, and release management processes.
  • Experience supporting Oracle Federal Financials modules or related federal financial processes, such as Budget/Funds Management, AP, AR, Purchasing, GL, or Loans.
  • Experience supporting system interfaces, data imports, transaction processing, exception handling, reconciliation, and error correction.
  • Experience with Agile development methods, sprint planning, backlog items, defect tracking, and release cycles.
  • Experience troubleshooting production issues under time-sensitive conditions.

Nice to Have

  • Experience with Oracle Loans module.
  • Experience with Oracle UPK (User Productivity Kit).
  • Experience with G-Invoicing and/or ConcurGov/ETS federal travel integrations.
  • Experience with ComprizonSuite contract management system.
  • Ability to review and update custom programs.
  • Experience with IT Operational Practices Reviews for compliance with operational and security best practices.

  • Ability to obtain and maintain a federal Public Trust (suitability) clearance
  • Must be able to pass a federal background investigation
