Program Manager

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking a Program Manager to lead a Federal Financial Management task order. The PM holds full accountability for quality, efficiency, and timeliness of performance, directs all contractor and subcontractor staff, and serves as primary point of contact for the Contracting Officer, COR, and Government Program Manager. This role requires a seasoned leader with PMP or FAC-P/PM Level II certification, at least three years of Federal Financial Management experience, and a record of executive-level oversight across complex, multi-team engagements.

Key Responsibilities

The PM is ultimately responsible for the quality, efficiency, and timeliness of all task order performance. Specific duties include:
  • Provide senior-level direction, administration, quality assurance, and leadership for the entire task order, and supervise and direct all contractor and subcontractor staff. Government personnel do not direct contractor staff; that responsibility belongs solely to the PM.
  • Serve as primary point of contact for the CO, COR, and Government Program Manager; immediately raise any project issues to the CO and COR/GPM for resolution.
  • Develop and maintain the Master Integrated Program Plan and Schedule.
  • Oversee execution of recurring CSP operations.
  • Produce project plans, schedules, communications plans, and risk management plans, Quality Management Plan and quality assessment reporting.

Qualifications
Candidates must meet every item below; the Government will evaluate the resume against them.

  • Bachelor’s degree in business administration or a related field.
  • Five years of related experience providing oversight and executive-level management of overall project or contract operations, often spanning multiple projects and groups of personnel.
  • Professional certification in project management (PMP, FAC P/PM Level II, or equivalent)
  • At least three years of demonstrated experience in Federal Financial Management.
  • Demonstrated experience managing and supervising employees across various labor categories and skills on projects similar in size and scope to this task order.
  • Demonstrated experience on both private-sector and Federal-sector projects similar in size and scope.
  • Demonstrated experience in business case development and in project management.
  • Demonstrated oral and written communication experience with the highest levels of management.
  • Fluent English (reading, writing, speaking, and understanding).

Nice to Have

  • Experience with cost allocation, billing models, or activity-based cost modeling in a Federal shared services environment.
  • Prior work for DHS, ICE, or a comparable Federal agency, ideally in a CFO or financial management office.
  • Experience supporting recurring financial reporting cycles, including fiscal-year-end surges and Continuing Resolution impacts.
  • Familiarity with Federal records and document management (NARA), SharePoint, and Federal IT security and privacy compliance.
  • Experience with Federal-sector change and release management and with earned value management.
  • Proven transition-in experience taking over operations from an incumbent contractor.

  • Ability to obtain and maintain a federal Public Trust (suitability) clearance
