The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

LA28, the organizers for the 2028 Olympic and Paralympic Games in Los Angeles, is on a mission to create an unparalleled Games experience for athletes, fans, partners, our community and our people. The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community’s uniqueness and creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Senior Manager, Games Time & Workforce Learning:

The Senior Manager, Games Time & Workforce Learning is a hands-on, learning-focused professional responsible for designing, implementing, and evaluating scalable, high-impact learning programs across LA28. This individual will partner closely with leaders and teams to understand business needs, assess skill gaps, and deliver learning solutions that enable employee growth, readiness for Games-time operations, and long-term capability building.

In addition to developing new content, this role will identify and leverage existing materials - both internal and external - to create cohesive, streamlined learning experiences that reinforce LA28’s values and operational needs.

This role will report to the Vice President, Talent & Workforce.

Key Responsibilities:

  • Lead the development and execution of LA28’s learning strategy aligned to workforce growth and Games readiness.
  • Design and deliver enterprise-wide training programs including new hire onboarding, leadership development, and functional upskilling.
  • Curate, adapt, and optimize existing content to support learning goals and ensure consistency across training experiences.
  • Develop scalable learning experiences that meet the evolving needs of different business functions and workforce segments.
  • Manage learning systems and tools (e.g., LMS) and optimize technology to enable blended and digital learning.
  • Collaborate with third-party vendors to curate or deliver specialized training content.
  • Partner with HR and department leaders to identify learning needs, build learning plans, and measure impact.
  • Establish evaluation methods to track learning effectiveness and continuously improve programs based on data and feedback.

Background & Requirements:

  • 7+ years of experience in learning and development, instructional design, or related field, preferably in a high-growth or project-based environment.
  • Strong knowledge of learning design principles and adult learning theory.
  • Experience curating and adapting existing learning content to meet strategic goals.
  • Experience managing a learning management system (LMS) and implementing digital learning platforms.
  • Demonstrated ability to develop and facilitate engaging learning experiences across in-person, virtual, and self-paced modalities.
  • Skilled in project management, with the ability to manage multiple programs and timelines.
  • Strong communication and relationship-building skills; ability to work cross-functionally and influence stakeholders at all levels.
  • Experience in workforce development, sports, entertainment, or large-scale event planning a plus.
  • Passion for the Olympic and Paralympic movement and commitment to LA28’s mission.

Physical Requirements and Working Conditions

  • Working in an open office environment, on-site 4-5 days per week
  • This role requires extended periods of computer use and virtual collaboration.
  • Ability to walk and stand for extended periods during Games-time operations, including navigating large event venues and workforce centers.
  • Capability to work in a fast-paced, high-pressure environment, particularly in the lead-up to and during the Games.
  • Must be available for non-traditional work hours, including evenings, weekends, and holidays, as needed to support workforce operations.
  • May require lifting and transporting materials, such as workforce equipment and operational documents, up to 25 lbs.

Expectations:

  • Strong project management skills with the ability to design and deliver multiple learning initiatives in a fast-paced, evolving environment.
  • Proven ability to collaborate across teams and effectively manage relationships with a wide range of stakeholders.
  • Comfortable using data and feedback to assess learning effectiveness and inform continuous improvement.

Education:

  • Bachelor’s degree in instructional design, education, human resources, organizational development, or a related field preferred, or equivalent relevant work experience.

 

The annual base salary range for this position is $115,000.00 - $130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
