Software Asset Management Program Manager
Copper River Cyber Solutions is seeking to identify a highly skilled Software Asset Management (SAM) Program Manager to lead and coordinate enterprise-level software asset management strategy and compliance efforts for an upcoming program. The SAM Program Manager will ensure effective lifecycle management of software assets, maintain license compliance, and optimize software investments in alignment with federal regulations and Department of Defense (DoD) policies.
Responsibilities (include but are not limited to):
- Lead the development, implementation, and governance of the agency’s Software Asset Management (SAM) program in compliance with DoD and Federal IT asset management standards.
- Oversee the software lifecycle processes including acquisition, deployment, utilization, and decommissioning of software assets across agency enterprise environments.
- Ensure compliance with all applicable software licensing agreements, DoD policies, and Federal acquisition regulations (FAR).
- Maintain software license inventories using designated IT Asset Management (ITAM) and discovery tools.
- Develop metrics, reports, and dashboards to monitor software usage, licensing compliance, cost optimization opportunities, and risk mitigation strategies.
- Collaborate with procurement, legal, cybersecurity, and IT operations teams to ensure cohesive and compliant software acquisition and management practices.
- Serve as the principal point of contact for all SAM audits and license compliance reviews.
- Conduct risk assessments and support remediation efforts related to software licensing and compliance issues.
- Provide expert guidance on software procurement planning and cost management to maximize value from software investments.
- Stay current on evolving software licensing models, asset management tools, and applicable regulations.
Essential Job Qualifications:

- Education and Certifications:
- Bachelor’s degree or additional relevant federal and/or military experience.
- ITIL Foundations Certification (must be current).
- At least one DoD Baseline Certification for Information Assurance Technician (IAT) Level II (e.g., Security+ CE, CCNA Security, or equivalent).
- Certified Software Asset Manager (CSAM) certification or equivalent (e.g., CAMP, CHAMP, or ITAM certifications).
- Required Experience and Skills:
- 5+ years of experience in Information Technology, with at least 2 years supporting Federal Government environments.
- Demonstrated experience in enterprise Software Asset Management, IT asset lifecycle management, and software license compliance.
- Strong knowledge of relevant frameworks and policies including ITIL, DoD CIO guidance, and NIST standards related to IT asset management.
- Proficiency with software inventory and discovery tools (e.g., Flexera, ServiceNow, SCCM, Tanium, or similar platforms).
- Strong analytical, organizational, and communication skills with the ability to manage multiple priorities.
- Preferred Qualifications:
- Experience managing Software Asset Management programs within the Department of Defense.
- Familiarity with Enterprise License Agreements (ELAs) and government-wide acquisition contracts (GWACs).
- Working knowledge of DoD Risk Management Framework (RMF) and associated cybersecurity compliance requirements.
- Experience supporting audit readiness and responding to Inspector General (IG) or third-party audit requests.
